Senior Business Development Manager, Government Staffing Build Hunter's Government Staffing Practice

We are expanding into the government sector and are seeking an experienced Senior Business Development Manager to build and grow our Government Staffing division.

This is a true hunter role for someone who has successfully identified, pursued, and won federal, state, and local government staffing contracts. You will be responsible for developing new business opportunities, navigating government procurement websites, building relationships with contracting officials and prime contractors, leading capture efforts, and helping establish Hunter as a trusted government staffing partner.

Responsibilities
  • Build and execute Hunter's government staffing business development strategy.
  • Identify and pursue staffing opportunities with federal, state, county, municipal, and other public sector agencies.
  • Research opportunities through SAM.gov, state procurement portals, cooperative purchasing programs, procurement websites, bid notification services, and market intelligence resources.
  • Qualify and manage opportunities including RFPs, RFQs, RFIs, Sources Sought notices, and Statements of Work.
  • Develop capture strategies and lead go/no-go decisions for new opportunities.
  • Build relationships with contracting officers, procurement officials, government agencies, prime contractors, and strategic teaming partners.
  • Identify subcontracting and teaming opportunities that expand Hunter's government presence.
  • Lead proposal strategy and coordinate internal teams to deliver compliant, competitive staffing proposals.
  • Partner with Recruiting, Operations, and Leadership to develop winning staffing solutions.
  • Maintain an active sales pipeline and accurately manage opportunities within the CRM.
  • Monitor procurement trends, contract vehicles, and competitive activity to identify new growth opportunities.
  • Consistently achieve new business development and revenue goals.
  • Help establish scalable processes, reporting, and best practices for Hunter's Government Staffing practice.
Qualifications
  • Bachelor's degree preferred.
  • Five or more years of successful business development experience selling staffing, workforce solutions, or professional services into government agencies.
  • Demonstrated success winning federal, state, or local government staffing contracts.
  • Strong understanding of the government procurement process, including RFPs, RFQs, RFIs, Sources Sought notices, Statements of Work, contract vehicles, and public sector acquisitions.
  • Experience using SAM.gov, state procurement websites, cooperative purchasing programs, and similar government bid portals.
  • Experience leading capture management and proposal development.
  • Existing relationships with government agencies, procurement officials, contracting officers, prime contractors, or teaming partners are highly desirable.
  • Proven ability to develop new business through prospecting, networking, and strategic outreach.
  • Strong presentation, negotiation, communication, and relationship management skills.
  • Experience using CRM platforms and Microsoft Office.
  • Self‑motivated, entrepreneurial, and driven to build a new business vertical.
