The Environmental Coordinator – Backflow position is responsible for administering Avondale’s backflow and cross-connection program with the primary purpose of protecting Avondale’s public water system (PWS).
Responsibilities- Administer the backflow and cross-connection program to protect the public water system.
- Conduct field inspections, testing, verification, documentation, and troubleshooting of backflow prevention assemblies and cross‑connections.
- Use the City’s cross‑connection database to provide inspection notifications, track results, initiate customer outreach, and work with customers to correct deficiencies.
- Test, certify, repair, replace, and/or coordinate replacement of city‑owned backflow prevention assemblies that serve city facilities and water parcels.
- Assist in the administration of all water quality and compliance programs, including pretreatment, stormwater, water quality compliance, and water conservation.
- Provide customer education and respond to citizen concerns related to water‑quality programs.
- Monitor and maintain electronic program files and maintain the City’s NJBSoft SAMS database of backflow devices, inspection reports, testing certifications, violation records, and correspondence to and from commercial property owners/managers.
- Use the City’s CMMS software daily to record and reflect proper equipment, labor, and asset utilization for each assignment.
- Follow all SOPs and JHAs, perform work safely, use required safety equipment, and occasionally enter confined spaces while complying with OSHA regulations.
- Investigate customer complaints related to water service such as low or high pressure, water quality, air entrainment, system leaks, and more.
- Develop and implement backflow and cross‑connection control public‑education programs and outreach material for residents and businesses.
- Attend City‑sponsored events and other educational forums to provide information regarding regulatory compliance programs.
- Provide assistance to other water‑quality programs, including pretreatment, stormwater, water‑quality compliance, and water‑conservation programs.
- Provide operational and staffing support to the Tap Trailer program at departmental and City‑sponsored educational events.
- Perform other duties as assigned and assist other divisions or departments as needed.
- High School Diploma or GED equivalency.
- General knowledge of the Safe Drinking Water Act, water distribution, water treatment, public works, and/or municipal operations.
- General knowledge of the Clean Water Act desired.
- Minimum of three (3) years of experience working with cross‑connection or backflow control programs, or regulatory work related to the Safe Drinking Water Act, water treatment, or water distribution.
- An equivalent combination of education and job‑related experience may be considered on a year‑for‑year basis.
- Must possess an Arizona Department of Environmental Quality (ADEQ) Water Distribution or Water Treatment Grade‑III Certification, or be able to obtain a Grade III certification within six (6) months of hire and maintain it for the duration of employment.
- Must possess a Backflow Assembly Tester certification and a Cross‑Connection Control Specialist certification, or be able to obtain these certifications within twelve (12) months of hire and maintain them for the duration of employment.
- A valid Arizona Driver’s License is required.
