Overview
The City of Avondale is seeking a Finance & Budget Assistant Director in the Finance & Budget Department.
Hiring Range: $ - $. Salary range is the entire compensation range for the position classification. The hiring range is an estimate of the compensation for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, and/or training.
ResponsibilitiesPlans, organizes, and directs Finance and Budget operations and staff. Assists the Director with providing strategic leadership, policy direction, and operational oversight for the City’s financial functions, while offering high-level direction and administrative support to City management. Oversees the development, administration, and implementation of policies, internal controls, procedures, and guidelines to ensure effective stewardship of the City s financial resources. Supervises and develops staff and serves as acting Finance and Budget Director in the absence of the Director.
Plans and oversees the Annual Comprehensive Financial Report, Single Audit Report, and special audits and coordinates audits with external auditors. Assists with the preparation of the annual operating and capital budgets. Oversees and manages treasury and debt operations including banking relations, investment management, debt issuance and post-issuance compliance requirements. Interprets, implements, and ensures compliance with investment and debt policies and related statutory and regulatory requirements.
Exhibits a service orientation toward internal and external customers and maintains productive working relationships. Provides expert guidance in resolving complex accounting issues; interprets and addresses accounting/budgeting challenges identified by staff, auditors or other departments; and researches, analyzes, and evaluates financial reports, summaries, statistical data, findings and recommendations. Manages, leads and participates in a variety of programs and projects including internal control reviews and audits, implementation of financial and technology information systems, system upgrades, and City-wide or departmental initiatives and projects.
Provides direction and oversight to external consultants and/or vendors engaged in studies and projects on behalf of the City. Initiates and monitors special studies undertaken by internal staff to improve financial operations, compliance and organizational efficiency. Represents the City at meetings, public events, training sessions, committees, and other related professional or community events. Performs other duties as assigned.
- Bachelor’s degree in Accounting, Finance, Economics, Public Administration, or a closely related field. Work requires broad, comprehensive knowledge of principles and practices in a general professional or technical field. Master’s Degree in Finance, Public Administration, or related field preferred.
- At least six (6) years of progressively responsible professional-level management experience in accounting, auditing, or closely related financial activity, including two (2) to three (3) years of supervisory experience of professional and/or technical staff.
- Valid Arizona Operator’s Driver’s License.
- Certified Public Accountant, Certified Governmental Financial Manager, Certified Fraud Examiner, or Certified Public Finance Officer is highly desirable. Work requires the ability to read state, federal, and local regulations, accounting / auditing standards, contracts, development agreements, bids, requests, and general correspondence.
- Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division, as well as various statistical calculations.
- Work requires the ability to write council reports, memos, requests, and general correspondence.
