Job Summary

The Purchasing Specialist position at Central Valley Renewable Fuels provides both tactical and strategic procurement support for the refinery. The Purchasing Specialist will be responsible for the procurement of complex, high-value goods and services, as well as developing and creating category strategies and initiatives, supplier pre‑qualification, supplier performance management, and contract formulation in coordination with the Senior Procurement Specialist. The Purchasing Specialist must be able to engage and lead site personnel teams in the development and implementation of these strategies and initiatives.

In addition, the Purchasing Specialist shall provide Supply Chain tactical support for scheduled refinery turnarounds. Categories of spend covered by this position may include catalysts, chemicals, industrial gases, MRO, equipment, onsite refinery services, and others.

Essential Functions
  • Place, expedite, and administer both routine and complex purchase and/or service orders and single‑event contracts.
  • Prepare RFP/RFQ documents, bid evaluation, perform supplier qualification activities, complete negotiations, and make recommendations for award on purchases not covered by existing contracts.
  • Ensure the proper technical, commercial, site safety, and legal requirements are defined in RFQs, Purchase Orders, and Service Orders.
  • Coordinate material movements with suppliers, freight forwarders, and carriers as necessary.
  • Provide site business unit teams with market information (e.g., bid estimates, pricing trends, availability of goods).
  • Conduct routine supplier management discussions with key suppliers to drive performance.
  • Provide systematic order tracking, status and expediting, and monitoring of critical orders as needed. Assist with all commercial issues during the equipment procurement cycle.
  • Resolve complex problems and take appropriate actions within delegation of authority limits.
  • Backup for the Senior Purchasing Specialist.
  • Perform other tasks as assigned.
Required Skills/Abilities
  • Demonstrated ability to work effectively in a multidisciplinary environment, handling multiple projects with demanding schedules.
  • Demonstrated experience with ERP systems.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time‑management skills with a proven ability to meet deadlines.
  • Strong technical, analytical, and problem‑solving skills.
  • Strong supervisory and leadership skills.
  • Ability to prioritize tasks and delegate them when appropriate.
  • Ability to function well in a high‑paced and at times stressful environment.
  • Proficient with Google Suite and Microsoft Office Suite.
Supervisory Responsibilities
  • Training and support for the Procurement Specialist.
Education And Experience
  • Bachelor’s degree in business‑related fields such as Supply Chain Management preferred or 1+ year(s) demonstrated Procurement/Supply Chain Purchasing experience and expertise with all aspects of purchasing related to maintenance, repair and operations equipment.
  • Supply Chain and materials management in a refinery or similar operational environment preferred.
Physical Requirements
  • Must be able to pass a physical test of pushing, pulling, and lifting a minimum of 15 lbs.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Prolonged periods of standing and walking.
  • Ability to perform repetitive movements over long periods of time.
  • Requires frequent reaching, stooping, bending, kneeling, and crouching.
