Position: UTILITIES SENIOR WATER ENGINEER - ONE STOP SHOP

Senior Water Engineer – One Stop Shop

The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of Senior Water Engineer – One Stop Shop to fill one (1) vacancy in the Water Engineering - Development Services Division. The eligibility list established may be used to fill current and/or upcoming vacancies within this classification for up to six (6) months.

Under general supervision, the Senior Water Engineer – One Stop Shop performs supervisory and professional water engineering work in the design, investigation, and construction of water utility projects, and does related work as required.

Responsibilities
  • Performs studies of technical, environmental, and economic feasibility, engineering field studies, and related studies pertaining to proposed and existing municipal facilities.
  • Prepares contracts and specifications for engineering and construction services.
  • Plans and performs own work and completes special projects requiring engineering and technical ability as assigned.
  • Provides background information and documentation for management consideration on various projects.
  • Makes sound decisions on minor problems related to the work being performed based on established guidelines and principles.
  • Completes special projects requiring advanced engineering and technical ability.
  • Develops and updates written directives for the department and for use by other employees to include engineering guidelines, standard material lists, standard specifications, and other technical and administrative policies and procedures as applicable.
  • Researches activities pertaining to water materials and engineering practices.
  • Prepares and reviews economic, hydraulic and hydrogeologic analyses and project justification reports.
  • Develops major engineering projects and other engineering projects with unique problems which have an important effect on major public works projects.
  • Provides background information and documentation for management consideration on major projects and technical matters involving advanced engineering theories, concepts and principles.
  • Performs complex studies of technical, environmental, and economic feasibility, engineering field studies, and related studies pertaining to proposed and existing system facility improvements.
  • Plans own work and the work of others.
  • Completes special projects that are frequently of long duration and complexity.
  • Works with other engineering personnel with limited experience in an advisory or supervisory capacity.
  • Makes decisions independently on technical problems and methods related to the work being performed.
Education
  • A Bachelor's degree in civil or mechanical engineering from an accredited college or university and four years of experience in professional water engineering work comparable to that of an Utilities Assistant/Utilities Associate Engineer in the City of Riverside, or a Bachelor's degree from an accredited college or university in a closely related area.
Experience
  • Five (5) years of experience performing professional water utility or related engineering work comparable to that of an Utilities Assistant/Utilities Associate Engineer in the City of Riverside.
Special Requirements
  • Registration in California as a Professional Engineer is required for the Senior Engineer class.
Highly Desired Qualifications
  • Experience managing water development projects throughout all phases of the project, including, but not limited to, project entitlement, application of conditions of approval, plan review and approval, determination of development fees, construction and inspection.
  • Experience with water rules and rates, including interpretation and resolution of development issues associated with water rules and rates.
  • Plan check and review of water utility plans, related civil engineering construction plans, and building plans.
  • Preparing or reviewing of construction cost estimates.
  • Processing fire flow tests and reviewing results.
  • Customer service experience working directly with the public at a public facing customer counter.
  • A Master's degree in a field related to water utility engineering is highly desirable.
