Job Summary
The Water Quality Program Manager performs complex tasks to implement, maintain, and comply with all water quality and environmental regulations within an assigned region in Bakersfield, California.
Essential Functions- Ensures compliance with water quality regulations within the assigned region.
- Communicates with the Division of Drinking Water (DDW) and other agencies for compliance.
- Prepares and reviews Consumer Confidence Reports, Annual Water Quality reports, and monthly reporting.
- Develops sampling plans and assesses analytical results of raw and finished water.
- Obtains permits for system changes and ensures treatment compliance.
- Develops water quality monitoring schedules for sources, treatment plants, and distribution systems.
- Works with the Cross Connection Control Program Manager to maintain compliance with state and federal requirements.
- Trains personnel on sample collection, regulations, and operations.
- Responds to emergencies 24/7, coordinates communication, and relays information to regulators.
- Manages water quality projects, provides input on capital projects, and participates in strategic planning.
- Guides operations staff on problem‑solving and regulatory compliance.
- Performs analytical calculations to ensure adequate treatment.
- Supports continuous improvement programs and projects.
- Bachelor’s degree in Chemistry, Biology, Environmental Science, or Environmental Engineering.
- Three years of experience in water quality compliance.
- State Water Resources Control Board Water Distribution Operator Grade 2 Certification (required to obtain within 1 year).
- State Water Resources Control Board Water Treatment Operator Grade 2 Certification (required to obtain within 1 year).
- Valid California Driver License.
- Proficient in Microsoft Office applications.
- Knowledge of state and federal water quality regulations, including Backflow and Cross Connection Control programs.
- Knowledge of company policies, water system treatment and distribution practices, and environmental regulations.
- Knowledge of drinking water contaminants, sampling, test methods, and compliance standards.
- Knowledge of treatment technologies, troubleshooting, and data analysis.
- Proficiency in Microsoft Office for creating presentations, spreadsheets, and documents.
- Strong communication skills with agencies, contractors, consultants, customers, employees, and vendors.
- Ability to work effectively with all levels of employees and management, regulators, operators, and technical staff.
- Capability to respond to emergencies and manage multiple projects with competing deadlines.
- Project management and problem‑solving skills.
$87,200 - $162,000.
