MONTHLY SALARY $7,807.04 - $10,462.18

DEFINITION

To perform advanced professional civil engineering work in the planning, design, management, administration, and delivery of public works and capital improvement projects; to serve as project manager for complex engineering projects; to oversee and direct the work of engineering consultants, contractors, and professional staff; to provide technical leadership and professional engineering expertise; to participate in capital improvement planning, budgeting, and grant‑funded projects;

and to perform related duties as assigned.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey‑level classification in the professional engineering series. Positions assigned to this class perform the most complex and difficult engineering assignments requiring a high degree of independent judgment, professional expertise, and decision‑making authority. Incumbents independently manage major capital improvement projects from concept through completion, perform and oversee engineering design work, administer consultant and construction contracts, review and approve technical work products, and provide technical leadership to professional and technical staff.

This classification is distinguished from the Associate Engineer by the level of responsibility, independence of action, complexity of assignments, and professional licensure requirements. While the Associate Engineer performs professional engineering work under general supervision, the Senior Engineer exercises substantial independent judgment in the development of engineering solutions, serves as project manager for major and complex projects, reviews and approves engineering work products, oversees the work of consultants, mentors engineering staff, and provides technical leadership on engineering matters.

SUPERVISION

RECEIVED AND EXERCISED

Receives general direction from the Engineering Manager and/or Public Works Director. May exercises technical and functional supervision over professional, technical, and administrative support staff as assigned, and coordinates the work of consultants and contractors.

EXAMPLES OF ESSENTIAL FUNCTIONS
  • Serve as project manager for major, complex, and high‑profile capital improvement projects, public works projects, park improvement projects, transportation projects, utility improvements, and other infrastructure‑related programs.
  • Plan, organize, coordinate, and direct all phases of project development and delivery, including project initiation, feasibility analysis, environmental review, preliminary engineering, final design, right‑of‑way coordination, permitting, bidding, construction administration, project closeout, and warranty review.
  • Prepare, and review engineering plans, specifications, calculations, reports, studies, and related engineering documents as authorized by professional licensure and assignment.
  • Develop and manage project budgets, schedules, cost estimates, funding plans, cash flow projections, and project implementation strategies.
  • Identify, pursue, and assist in securing grant funding opportunities; prepare grant applications; administer grant‑funded projects; monitor compliance with grant requirements; and prepare reimbursement requests, progress reports, and required documentation.
  • Administer professional services agreements, consultant contracts, and construction contracts; monitor consultant performance; negotiate contract amendments; and ensure compliance with applicable laws, regulations, and contract requirements.
  • Direct, coordinate, monitor, and evaluate the work of engineering consultants, architects, contractors, construction managers, inspectors, surveyors, utility companies, and other project stakeholders.
  • Conduct engineering studies and analyses related to transportation systems, drainage facilities, utilities, parks, public facilities, traffic operations, and other public infrastructure improvements.
