The main purpose of the position of Accountant Supervisor II at the Baltimore City Department of Social Services (BCDSS) is to review and supervise the work of the Advanced Accountant and other Accountants. Supervise the Debt Collection Unit. Assist with year‑end closing and serve as back‑up for 302 processing. Train subordinate staff in preparing accurate and precise reconciliations of all bank accounts, gift cards and financial transactions ensuring that Generally Accepted Accounting Principles (GAAP) are applied and proper internal controls are maintained.
Responsible for ensuring that all funds received by BCDSS are properly documented and booked utilizing various departmental worksheets and system reports. The incumbent must have a working knowledge of all systems utilized by BCDSS, including Microsoft Dynamics (D365), the MD CJAMS System, the Client Eligibility and Enrollment System (E&E), the Foster Care Payment Legacy System and the Financial Management Information System (FMIS), to enable them to analyze and interpret the system records and reports.
The incumbent is also responsible for the adherence to all imposed daily, weekly and monthly deadlines.
- Provides advice, training and guidance to an Accountant Advanced and other Accountants while reconciling all bank accounts, gift cards, salary advances (monthly summary), MA copay (monthly summary), working fund (monthly summary), and other financial transactions.
- Analyzes and interprets records and reports that are accessed through Microsoft D365, the MD CJAMS System, the Eligibility and Enrollment System (E&E), Microsoft Dynamics (D365), the Foster Care Payment Legacy System and the Financial Management Information System (FMIS).
- Assists internal and external auditors who examine agency records by providing relevant source documents and reports while ensuring internal controls are maintained within all job functions.
- Serves as a backup when necessary for running and reconciling the D365 Check Issuance reports that are transmitted to the Department of Human Services (DHS) each month.
- Resolves complex accounting issues.
Education:
A bachelor's degree in accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience:
Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.
- Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
- Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
- Possession of a certificate as a Certified Public Accountant or master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.
- Applicants may substitute one year of professional auditing experience for one year of the required general experience.
