Local Department Audit Supervisor; Internal Auditor Supervisor

Main Purpose

This position is to prevent, detect and eliminate fraud, waste, mismanagement, and corruption within the Department of Human Resources. It involves planning, coordinating, and supervising independent appraisal activities at Local Departments of Social Services through financial and compliance, economy and efficiency, and program results audits, and advising all levels of management of conclusions and recommendations.

• Plan, coordinate, and supervise audits of Local Departments of Social Services.
• Review and approve the working papers prepared by staff to ensure audit objectives have been met and sufficient, competent, relevant, and useful evidence has been gathered.
• Draft accurate, clear, concise, and timely audit reports addressing findings and related recommendations for submission to the Secretary.

Applicants must meet all minimum requirements.

• Education:
  
  A Bachelor's degree in accounting from an accredited college or university, or a Bachelor's degree with 30 credit hours in accounting and related courses (including at least 3 credit hours in auditing).
• Experience:
  
  Five years of experience conducting financial and operational internal audits that include finance and compliance, economy and efficiency, and program results.
• Additional notes:
  • Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 are considered to have met the educational requirement.
  • Candidates may substitute a CPA or Certified Internal Auditor certificate, or a Master’s degree in accounting, for one year of required experience.
  • Candidates may substitute one year of professional accounting experience for one year of required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in internal review or audit classified roles for the required experience.

• One year of supervisory experience.
• One year of experience performing governmental audits.
• One year of experience using electronic documents such as Excel, Google Docs, or audit-related software.
• One year of experience coordinating external audits or providing consulting services related to audit findings responses.

Employees may be required to possess a valid motor vehicle operator's license in Maryland if assigned duties that involve operating a motor vehicle.
