Position: FISCAL ACCOUNTS TECHNICIAN II

Location of Position

Baltimore County Department of Social Services – Finance, 6401 York Road, Baltimore, MD 21212

Main Purpose of Job

This position processes various types of invoices, reconciles fund controls with the accounting system D365, serves as a corporate purchasing account holder for goods and services, hotel reservations, and airfare, and ensures accurate bank deposit processing and timely payments.

Position Duties

Invoices

  • Verify accuracy of payment requests and confirm no prior payments have been issued.
  • Assign appropriate fund codes and tax codes to each invoice.
  • Collaborate with vendors and social workers to resolve discrepancies.
  • Process all invoices in a timely manner to comply with state guidelines.

Check Preparation

  • Prepare emergency and assistance payments within the D365 accounting system.
  • Prepare and process checks, obtain signatures, and reconcile payments against interface reports, statements, and invoices.
  • Adhere strictly to the agency’s security of checks procedures.

Corporate Purchasing Card (CPC) Holder

  • Purchase hotel bookings, airfare, and other goods and services on behalf of clients and staff.
  • Maintain documentation for all purchases.
  • Reconcile activity logs with activity reports.
Minimum Qualifications
  • Education:

    Graduation from an accredited high school or possession of a high‑school equivalency certificate.
  • Experience:

    One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers, and reports using accounting software packages, or identifying budget trends and recommending realignments.
  • Substitutions:
    • Experience calculating and recording financial, statistical, or other numerical data may be substituted on a year‑for‑year basis for the required education.
    • U.S. Armed Forces military service experience in financial clerical or finance technician classifications may substitute one year of required experience.

Preferred Qualifications
  • One year of experience with Maryland Financial Management System (FMIS) or other finance‑related software systems.
  • One year of experience as a corporate purchasing (P‑Card) holder.
  • One year of experience reconciling statements for accuracy and compliance.
  • One year of experience reviewing, auditing, and processing vendor invoices.
