Position: ACCOUNTANT SUPERVISOR II (GENERAL ACCOUNTING SUPERVISOR)

Maryland’s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We’re in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department.

We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government. The Financial Services Directorate is responsible for establishing and maintaining an efficient financial system, including internal controls and financial procedures, for the FAMLI Division. The Financial Services Directorate safeguards FAMLI funds and other assets, manages FAMLI contributions and benefits payouts, develops financial reports, prepares budgets and projections, and designs and conducts internal audits, as well as responding to external financial audits.

The General Accounting Supervisor plays an important role within the Financial Services Directorate and the overall FAMLI Division. The Supervisor works closely with the General Accounting Manager and Financial Services leadership to support and coordinate day-to-day General Accounting operations. The General Accounting Supervisor is responsible for maintaining the integrity of accounting records, reviewing and completing account reconciliations, monitoring the general ledger, supporting the budget process, and assisting with the preparation of financial reports to meet regulatory and compliance requirements.

Main Purpose of Job

The General Accounting Supervisor will assist the General Accounting Manager in coordinating, implementing and supervising the operations of the General Accounting team in the Family and Medical Leave Insurance (FAMLI) Division. This position ensures that the FAMLI Division keeps up-to-date and accurate financial records. In addition to overseeing the daily accounting operations, this role will prepare various monitoring schedules, analyses, and reports.

This position will review reconciliations along with accounting records. This role will also manage month-end, fiscal year close-out, and other special projects as assigned.

POSITION DUTIES

Duties of this position include but are not limited to:

General Accounting Operations:

  • Implements and enforces standard procedures for the General Accounting team
  • Maintains effective internal controls to ensure the accuracy and reliability of FAMLI fiscal records
  • Maintains accounting records and financial statements in compliance with GAAP and in alignment with FAMLI objectives
  • Directly supervises and coordinates the activities of General Accounting team staff. This includes recruiting, daily assignment monitoring, regular employee performance evaluations, training, guidance, and direction
  • Manages and executes tasks for the monthly and year-end close-out; responsibilities include accruals, journal entries, GAAP schedules, assigned reconciliations and reports
  • Manages bank accounts. Resolves transaction issues. Ensures sufficient funds for daily benefit payouts and daily operations
  • Assist with the preparation of the annual budget. Tracks budget, expenditures, and procurements for the Division
  • Prepares financial analyses and reports to support FAMLI’s financial management decisions
  • Assists with financial audits and other special projects
MINIMUM QUALIFICATIONS
  • Education:

    A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing
