Position: ACCOUNTANT SUPERVISOR I

Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering State and local government employees of Maryland. It’s composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. The System has over 433,000 participants (customers), including 210,000 members who are actively employed and participating in the System, 179,000 payees who receive a monthly payment from the System, and 44,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.

Main Purpose of Job

This position provides leadership and oversight of daily fiscal accounting operations, including complex reconciliations related to accounts receivable, accounts payable, cash receipts, fixed assets, and central collections. The position manages employer contribution billing and collection processes in accordance with State law and Agency policies and provides guidance to agency administrators, employers, and other stakeholders on contribution requirements, billing, account balances, and collection activities.

The position also supervises, reviews, approves, and trains accounting staff; supports year-end financial closing activities; and ensures accounting records and reports comply with State requirements and generally accepted accounting principles. Additional responsibilities include supporting internal and external audits by providing documentation, responding to inquiries, and assisting with the implementation of corrective actions.

POSITION DUTIES
  • Supporting fiscal year-end closing activities, ensuring accounts are properly reconciled and reported in accordance with State requirements and generally accepted accounting principles.
  • Participating in internal and external audits and implementing corrective action as necessary.
  • Overseeing the accounting and tracking of the Maryland State Retirement and Pension Systems’ (MSRPS) billing, cash receipts, and collections of any and all funds mandated, owed, and/or obligated to be paid into the MSRPS Trust Fund.
  • Assisting with preparation of the reconciliation of the Administrative Revenue and Expense Fund balances relating to deposits, EFT, and inter-agency transactions for Administrative revenue and expenses.
  • Reviewing and reporting on General Accounting and Budget and Procurements to ensure the accuracy, completeness and timeliness of reports and to ensure the process and procedures are being performed in accordance with agency established policies and guidelines.
MINIMUM QUALIFICATIONS
  • Education:

    A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
  • Experience:

    Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
