Main Purpose of Job
The Office Supervisor provides administrative, technical, and office operational services that enable professional, managerial, and office support staff to accomplish the agency's goals in an efficient manner. The supervisor supports the Family Investment Administration (FIA) across the Baltimore City Department of Social Services (BCDSS) in determining eligibility for cash assistance, Supplemental Nutritional Assistance Program (SNAP), Medical Assistance (MA), Emergency Assistance to Families with Children (EAFC), and Child Care subsidies, ensuring efficient and effective service delivery.
The position also relieves the department head of routine management functions related to daily operations and provides customer service to both internal and external customers.
- Administrative
- Orient and train Lead Clerks and Support Staff on office policy and procedural changes.
- Ensure timely and accurate completion of agency-required reports such as voter registration, WORKS, and SAIL.
- Maintain receipt, disbursement, and records of various reports and controls.
- Perform periodic PEPS evaluations for all supervised employees.
- Interview applicants for district office positions and recommend hiring.
- Coordinate with Community Resource Development for personnel deployed by Summer Youth Programs.
- Collaborate with Baltimore Works! in supervising Work Experience staff.
- Supervisory
- Review job functions and CARES level, ensuring clerical staff process new applications and redeterminations accurately.
- Assign workloads to meet goals and deadlines.
- Oversee issuance of bus passes, tokens, food vouchers, and counsel staff on performance and disciplinary actions.
- Provide customer service to internal and external customers.
- Technical
- Monitor computer network security to protect confidential information and equipment.
- Ensure appropriate CARES level access and train staff on various programs using computer hardware and software.
- High school diploma or equivalent.
- Four years of clerical experience.
- Substitutions may be applied on a year-for-year basis:
— Education can replace one year of experience if it equals 30 semester credits from an accredited college or university.
— Six months of clerical training involving keyboarding, clerical math, word processing, spreadsheets, database, graphics presentation, proofreading, or office etiquette can substitute for six months of required experience.
— U.S. Armed Forces service as a non‑commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes can substitute for required experience on a year-for-year basis.
Preferred Qualifications
- One year of computer experience with Google Workspace and Microsoft Office.
- Six months of supervisory experience.
- Six months of experience creating, editing, and reviewing documents using various computer software.
- Health, dental, and vision plans at low cost.
- Personal leave: six personnel days annually (prorated).
Annual leave: ten days per year.
Sick leave: fifteen days per year.
Parental leave: up to sixty days of paid leave upon birth or adoption.
Holiday: at least twelve holidays per year.
