Contract Manager

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. Nature of Work:
The Contract Manager is responsible for developing, implementing, and administering maintenance and service contracts for the MDTA's eight major toll facilities and the Point Breeze Campus. This position also provides support to the Support Services Supervisor and the Contracts and Projects Program Administrator in the development and maintenance of Standard Operating Procedures (SOPs) for the office. Duties of this position include, but are not limited to, the following:
- Prepare Invitations for Bids (IFB), Requests for Proposals (RFP), Requests for Information (RFIs), Small Procurement, and Sole Source proposals;
- Manage contracts after award: monitor funding, vendor performance, compliance, review, and approve invoices;
- Assist the Department of Procurement (DOP) with the procurement process from solicitation to award of contract, including participating in the evaluation and award process;
- Coordinate and lead contract-related meetings such as kick-off, quarterly partnering, and performance and compliance meetings.
- Assist the department with regard to daily facility issues, including research products, materials, or services contracts for the Operations Division; and
- Manage special projects or other contract management activities as assigned, which may entail attending meetings on site and performing site visits at facilities that have contractors.
Employees in this position will report directly to the Contracts and Projects Program Administrator or other designated official. The current vacancy is located in Baltimore, MD. Minimum Qualifications:
- Education:
Graduation from an accredited high school or possession of a high school equivalency certificate. - Experience:
Six (6) years of experience in administrative staff or professional work.
** Two (2) years of this experience must include full-cycle contract management or full-cycle procurement. **
Notes:
- Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
- Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
