The Specialist III
- Enrollment, Choice and Transfers (ECT) serves as an operational specialist and subject-matter resource supporting Baltimore City Public Schools' student enrollment, school choice, transfer, residency and placement processes. The Specialist III manages assigned enrollment work streams and complex student cases; interprets and implements applicable laws, Board policies, administrative regulations and district procedures; analyzes student, school and enrollment data; and works collaboratively with families, schools, district offices and external partners to facilitate timely and appropriate student placements.

The Specialist III supports the design, implementation, monitoring and continuous improvement of district wide enrollment processes, including school choice, pre-kindergarten and kindergarten enrollment, transfers, residency, informal kinship care, tuition, state-supervised care and other specialized enrollment pathways. The position requires strong judgment, customer service, attention to detail, systems proficiency and the ability to manage high-volume, time-sensitive work while maintaining accurate student records and providing clear guidance to internal and external stakeholders.

  • Develops, interprets, implements, and communicates regulations, procedures, guidance, and business rules related to student enrollment, school choice, transfers, residency, and placement at the district and school levels.
  • Supports district teams, school leaders, enrollment officials, and other designated staff in developing, implementing, and sustaining effective student enrollment, placement, and family-engagement practices.
  • Coordinates and leads district wide meetings, trainings, technical-assistance sessions, and professional learning opportunities for school-based and district enrollment points of contact.
  • Reviews, verifies, and analyzes student, school, enrollment, and capacity data to inform student placement, transfer, eligibility, and operational decisions.
  • Manages non-resident enrollment and tuition matters and supports the implementation of enrollment requirements across applicable grade levels and programs.
  • Prepares reports, presentations, memoranda, procedures, correspondence, guidance documents, and other communications related to enrollment and student placement.
  • Develops and maintains effective partnerships with students, families, schools, district offices, community organizations, and external partners in support of enrollment and student placement.
  • Manages an assigned portfolio of enrollment, school choice, transfer, residency, and student‑placement responsibilities and serves as a subject‑matter resource to families, schools, and district staff.
  • Reviews and resolves complex, sensitive, and time‑sensitive enrollment and placement matters; evaluates documentation and individual circumstances, applies applicable requirements, and escalates matters requiring additional authority or specialized review.
  • Makes recommendations and implements enrollment and placement determinations within established policies, procedures, and delegated authority.
  • Supports family‑facing enrollment communications, outreach, recruitment initiatives, informational campaigns, and major enrollment events in collaboration with appropriate district teams.
  • Uses student information systems, enrollment‑management platforms, databases, and related technology to process, monitor, document, and validate applications, transfers, placements, and enrollment records.
