Main Purpose of JobThe Equal Employment Opportunity and Outreach Director is a highly skilled non‑managerial position responsible for the establishment and oversight of the agency’s EEO program and outreach for talent and business community relations. The role participates in the development, implementation, and execution of the agency’s EEO and Outreach policies, programs, plans, and procedures. The Director works closely with the Executive Director, Chief Investments Officer, and HR staff to ensure alignment with the Agency’s mission through community network and outreach, training, and the administration of EEO policies and procedures in accordance with State and Federal EEO laws.
The position requires a highly motivated individual with strong customer service skills and executive vision, focusing on workforce development, recruitment, retention of diverse talent, investigation of discrimination and harassment complaints, ADA requests, and sexual harassment prevention training.
- Implement and manage a governance program, developing standards, policies, and processes.
- Develop and deliver training programs on inclusive practices and team building.
- Investigate complaints of discrimination and workplace harassment.
- Consult and update agency executive management and/or Fair Practices Officer as appropriate.
- Draw conclusions based on factual evidence and compose determination reports for the Executive Director.
- Retain supporting documentation, including litigation, hold requests to IT, and relevant communications.
- Report on claims and determinations annually.
- Attend EEO‑related training to stay current with laws, regulations, procedures, and best practices.
- Ensure disciplinary actions related to EEO matters are fair, consistent, legally compliant, and align with policy, engaging in timely consultation prior to final recommendations.
- Draft formal closeout memos to complainants for all received complaints.
- Apply federal, state, and local EEO laws and regulations relevant to MSRPS programs.
- Review HR‑related Workday transactions to ensure EEO compliance and avoid unintended biases, including disciplinary actions.
- Collaborate with senior leadership to integrate programs that foster cross‑training and succession planning.
- Engage staff to identify opportunities for employee development and improve workplace experience.
- Design, plan, develop, and update training on the ADA process and sexual harassment prevention.
- Prepare ADA interactive documents, reports, and memoranda; track and update all ADA cases; serve as secondary point of contact for conflict‑of‑interest cases.
- Establish a system to periodically evaluate the effectiveness of the overall EEO effort.
- Prepare and submit the annual EEO report.
- Manage special projects directed by the Executive Director and Chief Investment Officer, maintaining confidentiality of personnel information.
