POSITION DUTIESThis position is responsible for evaluating the work performed by Energy Retrofit Service Providers. Tasks include conducting site visits, performing desktop data monitoring, and providing training and technical assistance to service providers. The work evaluated may include energy efficiency, electrification, and repair work for both single‑family and multifamily residential buildings.
The Quality Assurance Inspector will assist DHCD programs in achieving production goals and ensuring compliance with program rules and regulations. This employee will examine, analyze, review, and approve proposed contractors, work plans, specifications, construction estimates, work scope, environmental investigations, and related analyses on projects. The position also monitors project progression and helps resolve service provider concerns throughout the construction process.
Frequent travel throughout the State of Maryland is required to attend site inspections. General technical knowledge of building systems is required; additional technical training will be provided for energy‑related systems.
Minimum Qualifications- High school graduation or high school equivalency certificate.
- Seven years of experience evaluating the risk involved in granting single‑family, multifamily, and commercial loans, government assistance programs, and/or construction management.
- Substitutions:
- Possession of a Bachelor’s degree in Business Administration, Architecture, Construction Management, Finance, Economics, or Real Estate and three years of the required experience.
- U.S. Armed Forces military service experience as a commissioned officer in loan specialist or housing management classifications on a yearly basis for the required experience.
Preferred Qualifications
- Bachelor’s degree from an accredited college or university.
- Experience managing, leading, or reviewing residential construction projects.
- Experience with energy efficiency in residential buildings.
Contractual employees who work at least 30 hours per week and meet contract conditions may be eligible for subsidized health benefits. The State covers 75% of premiums; employees pay the remaining 25%. Employees may also elect dental, accidental death and dismemberment, and life insurance, paying the full premium.
Leave may be granted to employees who have worked 120 days in a 12‑month period. Leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
