Position: Salary and Data Analyst (HR Analyst IV DBM)

Introduction

The Department of Budget and Management's Classification and Salary Division (CAS) maintains the State’s position classification plan and provides for the development and operation of the State’s salary and wage program. Services include publishing new and revised class specifications; developing classification standards and guidelines; recommending changes to the salary plan; creating salary guidelines and procedures; and providing technical training to agency staff on classification and compensation activities.

Responsibilities

The Salary and Data Analyst will support the development, implementation, and maintenance of the State of Maryland’s Compensation Plan, perform position classification review, and manage special projects.

  • Develop and revise salary schedules to accommodate COLA increases and other approved alterations; produce and distribute the State of Maryland Salary Plans; coordinate processing of title rate file transactions, data conversions, mass title rate changes, and special reports.
  • Generate and process mass compensation update files including COLA, Increment, ASR, and other changes.
  • Administer, coordinate, and oversee the evaluation and approval process for the certification of agency personal service contracts and all non‑delegated compensation transactions (e.g., reinstatements, rehires, promotions, demotions, transfers, retro COLA/Increment, pay equity adjustments, new PIN creation). Audit agency transactions to ensure proper application of State Salary Guidelines and maintain data integrity in the SPMS system.
  • Serve as a subject‑matter resource for agency personnel inquiries; liaise with agency HR staff and leadership to address audit findings and correct guideline applications.
  • Evaluate and make recommendations for MS 27 Salary Exception and Cash‑in‑Lieu requests; present recommendations to the Deputy Director and, if required, draft correspondence to senior leadership.
  • Assist the Deputy Director with special studies/projects/proposals; act as liaison with unions, agencies, other jurisdictions, and personnel associations; coordinate and finalize divisional responses to salary survey requests.
  • Prepare and deliver training programs and presentations for agency personnel across SPMS; recommend revisions to salary procedures, rules, and processes.
  • Analyze and provide recommendations on reclassification requests; apply job analysis and evaluation methodologies; write classification study memoranda and defend decisions against grievances.
  • Assist with special classification projects as directed.
Minimum Qualifications
  • Three years of professional HR experience in job analysis, job evaluation, salary administration, employee relations, labor relations, test development, recruitment, or HR management.
  • Alternatives:
    Bachelor's degree and two years of professional HR experience; thirty graduate credit hours and up to two years of experience;
    Doctor of Law for labor relations; U.S. military service as commissioned officer in HR.
Preferred Qualifications
  • Bachelor’s degree from an accredited institution.
  • Experience reviewing and recommending classification and salary actions within the State of Maryland SPMS.
  • Experience performing independent analyses and providing recommendations in written reports.
  • Intermediate Excel proficiency (pivot tables, data cleaning, formulas, lookups).
  • Experience interpreting COMAR, State Personnel and Pensions regulations, and MOU agreements.
Licenses & Certifications
  • Certification in State Personnel Management System policies and procedures and in SPMS functionality within six months and recertification every six months.
  • Motor vehicle operator’s license if assigned duties require vehicle operation.
