The Procurement Buyer Specialist provides college-wide procurement for commodities and services. This position ensures all product specifications meet the needs of Baltimore City Community College (BCCC), ensures all procurement activities are in compliance with BCCC’s procurement policies and procedures, the State delegated authority, and the State Finance and Procurement Articles. This position will be required to procure equipment, services, construction, supplies, information technology, and other services through various procurement methods.

This position will be responsible for drafting specifications, soliciting, evaluating, negotiating, awarding, monitoring, and administrating contracts. This position does not supervisor

Role and Responsibilities
  • Determine the basis for contract awards and evaluation criteria;
  • Examine bid proposals to determine issues of responsiveness and responsibility and need for additional information;
  • Conduct bid openings for competitive procurements to determine whether offerors are qualified to be selected for award and may recommend proposals for awards;
  • Prepare minutes of pre-bid/pre-proposal conferences, addenda to Requests for Proposals (RFP)/Invitation for Bids (IFB) and answer written questions from potential bidders and offerors;
  • Assemble statistical and narrative data and prepare reports for use in evaluating State procurement activity and performance measurement;
  • Evaluate contractor’s performance against terms and conditions of contracts and recommends corrective actions, such as the application of damages, withholding of payment or termination of contract;
  • Sourcing and purchasing from established statewide contracts and intergovernmental cooperative agreement.
  • Utilizing a corporate credit card for purchasing.
  • Verify Certificates of Insurance, Bonds and references for compliance with contract requirements;
  • Verify Minority Business Enterprise (MBE) participation;
  • Performs other related duties.
Knowledge, Skills, and Abilities
  • Knowledge of the theories, principles and practices of public procurement administration;
  • Knowledge of government procurement laws, regulations, policies and procedures;
  • Knowledge of contract and specification writing techniques;
  • Knowledge of the principles and practices of management and public administration;
  • Reconciling credit card transactions and other related documentation.
  • Skill in conducting procurements;
  • Skill in using computers and appropriate software to prepare contracts, specifications and procurement documents;
  • Skill in reviewing, analyzing and approving contract or procurement documents and submissions for required content and proper format;
  • Skill in providing guidance and formal training to agency staff in contract or procurement laws, regulations, policies and procedures;
  • Ability to review procurement contracts for compliance with State laws and regulations;
  • Ability to provide guidance, certification and training to State agency staff in State procurement laws, regulations, policies and procedures;
  • Ability to monitor State agency compliance with State procurement laws, regulations, policies and procedures;
  • Ability to prepare accurate and complete contracting and purchasing documents;
  • Ability to conduct pre-bid conferences and explain procurement regulations and procedures;
  • Ability to work and complete assignments under strict timelines;
  • Ability to communicate effectively with all levels of officials both inside and outside the agency.
Education
  • Associate’s degree from an accredited college/university
Experience
  • A minimum of two years’ experience in procurement involving duties such as: soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with governmental procurement laws, regulations, and conditions.
  • Procurement Professional Certification such as the National Institution of Government Purchasing– Certified Procurement Professional (NIGP-CPP) and / or Certified Professional Public Buyer (CPPB).

  • Working knowledge of advertising on electronic bid board such as eMaryland Marketplace Advantage.

  • Knowledge of the State's Small Business Reserve and Minority Business Enterprise programs.
  • Experience with MS 365 including MS Office (Word, Excel, Access, Powerpoint)
  • Experience with maintaining contract databases.
