- Analyzes requirements, status, budget, and schedules.
- Performs management, technical, or business case analyses.
- Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs.
As a Sr. Program Analyst, you are responsible for providing senior staff with recommendations for E-130J related initiatives. The E-130J has recently started the Engineering and Manufacturing Development (EMD) phase as an acquisition category (ACAT) I program. The position would be responsible directly to the IPT Lead in tracking contract execution and performance as well as initiating and developing funding and procurement documents for future program requirements for systems that are within the purview of the IPT.
Apply knowledge and expertise in continuous process improvement to track performance to plan on program office efforts.
- Provide acquisition management support for the E-130J platform that once fielded will become critical to America’s nuclear deterrence.
- Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, milestone reviews, budget development and coordination, and program planning.
- Recommend acquisition improvements, prepare program reviews, and review and recommend alternative strategies to reduce program risk.
- Facilitate and track spend plans using CSPT, align SPID entries with the IPT strategy, and respond to and develop program data calls.
- Liaise directly with program office Contract Specialists and Procurement Contracting Officer in the development and processing of SOW, Statement of Objectives (SOO), Performance Based Specifications, CDRLs, Technical Evaluations, and other contractual documentation for contracting efforts.
- Manage procurements using the PMT including development and management of PID; coordination and preparation of all actions required for conducting Procurement Planning Conferences (PPC's); generation, routing, and tracking of Procurement Planning Agreements (PPAs); and input, tracking, and reporting of PMT actions and milestones.
- Participate in status briefs and recommend responses to program inquiries.
- Serves as Program Analyst lead for managing, tracking and reporting procurement status and activities.
- Support the operation of the IPT including scheduling and organizing meetings, making data calls and assessing the data, updating schedules, and supporting the development of procurement packages.
- Track program/project status and schedules.
- Develop and coordinate program documentation, requirements documents, and program and budget/funding resource plans.
Minimum of 10 years of combined experience performing duties described in the functional description
Desired Experience- At least 3 years of experience developing and coordinating procurement documentation.
- Experience with acquisition reviews and cost analysis.
- Experience with the following:
Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLs), Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PID). - Experience with classified systems and networks especially managing data within a Secret and Top Secret environment.
- Familiarity with preparing data for meeting Major Defense Acquisition Program (MDAP) gate reviews to successfully transition into the program’s next phase.
MA/MS degree or supplemental experience is required
