Summary:

Island Creek Associates, a professional services firm, is currently seeking an FMS Management Analyst, Senior in Patuxent River, MD. TheFMS Management Analyst supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under the direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR), as well as applicable DoD Acquisition policy guidance.

Supports the determination of the decision to release information regarding program objectives or information.

Duties/Responsibilities:

• Provides Training Team program management and technical expertise.
• Participate in weekly case Core agenda meetings.
• Review and finalized PM agenda submissions for Case Training.
• Participated in weekly Security Cooperation Stakeholder meetings to ensure all facets of case are discussed, challenges addressed, and action items assigned in order to maintain overall LOA schedule.
• Responsible for overall management and facilitation of Case Training program, including Curriculum development for both Aircrew and Maintenance students, Classroom infrastructure build-out and contracting, Simulator re-configuration for FORNAT use, International Military Student training track programming and logistics, Manufacturer engineering/training coordination, and all associated RFT timelines with each effort.

Required

Education:

MA/MS in a Program Management, Technical, or Business Analysis discipline from an accredited college or university as recognized by the U.S. Department of Education. ALLOWABLE SUBSTITUTION: BA/BS in a Program Management, Technical, or Business Analysis discipline from an accredited college or university as recognized by the U.S. Department of Education with an additional four (4) years of experience in the functional duties;

OR a BA/BS in a Program Management, Technical, or Business Analysis discipline from an accredited college or university as recognized by the U.S. Department of Education, a PMI certification, and an additional two (2) years of experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management can be substituted for an MS or MA degree.

Required Experience:

More than ten years of experience related to weapon systems acquisition and life cycle management. A demonstrated working knowledge of DOD SAP policies and procedures relating to FMS is required. Experience with identifying programmatic requirements for FMS agreements and responding to Letters of Offer and Acceptance (LOA), Price and Availability (P&A), Request for Information (RFI) and Request for Proposal (RFP) is required.

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday. Core working hours are 8:00am to 3:00pm. Evening and weekend work may be required as job duties demand. CWS is authorized for this position.

Travel:

Travel less than 10% of the time is expected for this position.

Work Environment:

This job operates in a professional office environment.

Supervisory Responsibility:

This position does not have supervisory responsibilities.

Work Authorization/Security Clearance:

This position is subject to a government security investigation and must meet eligibility requirements for access to classified information at the Secret Level. Ideal candidates will currently possess an Active DoD Secret Clearance; however, candidates with US Citizenship and the ability to obtain a DoD clearance will be considered. Must be able to receive a Government Common Access Card (CAD), access Government systems, and receive a security clearance.
