POSITION DUTIES

The main purpose of this position is to promote and ensure compliance within the Payroll & Audit Unit through auditing, analysis, training, procedural development, and oversight of payroll and timekeeping operations utilizing the Time Clock Plus and Workday systems. The position conducts routine and targeted audits of payroll and timekeeping activities, analyzes data to identify trends, discrepancies, compliance concerns, and potential audit issues, and recommends appropriate corrective actions or process improvements.

The position is responsible for ensuring payroll and timekeeping practices remain consistent with Department of Budget and Management requirements, COMAR, the Annotated Code of Maryland, applicable legislative requirements, and established Departmental policies and procedures. In conjunction with the Deputy Director and Director of Payroll & Audit, the position develops and maintains Standard Operating Procedures, the Payroll & Timekeeping Manual, training materials, and unit operating procedures;

identifies training needs; and assists with implementing policy and system updates. Additionally, the position supports consolidated agencies, correctional agencies, and the DPSCS Office of the Secretary by providing guidance, training, audit oversight, and technical assistance to promote the accurate, timely, and compliant processing of biweekly payroll.

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Three years of administrative staff or professional work. Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

At least one year of experience performing payroll, timekeeping, financial, or compliance audits, including reviewing records for accuracy and compliance with established policies and procedures.
