About the roleInnosoft Corporation is building the program operations function for a large digital services contract supporting a federal health agency public-facing websites. The Program Manager owns the outcome commitments. This position owns the machinery that produces the evidence behind them.
This is an execution discipline, not a strategy role. Five recurring report streams, a quality-assurance self-assessment in every monthly and Program Increment report, an integrated master schedule updated weekly across four programs and more than thirty-five agile teams, a deliverable log against roughly thirty distinct deliverables with hard due dates, two first-tier subcontracts to administer, and meeting governance across a five-Program-Increment annual cadence.
Scale and context- Five recurring report streams: sprint/biweekly within 5 business days of close, monthly, Program Increment, annual and ad hoc.
- Approximately 30 distinct deliverables with defined due dates.
- Approximately 70 performance standards self-assessed across nine surveillance areas.
- One integrated master schedule spanning six tasks, four programs and 35+ agile teams.
- Two first-tier subcontracts administered.
- Five Program Increments per year on a two-week sprint cadence.

Reporting production and quality
- Produce the recurring reports to their content standards and cadence, sourcing every figure from live dashboards and systems of record rather than assembling decks by hand.
- Compile the performance self-assessment in every monthly and Program Increment report, surfacing a shortfall before the customer detects it, and maintain the evidence trail behind each reported measure.
- Maintain version control of every report in Confluence and flag any late report to the government representative with an explanation and revised date before the due date passes, not after.
- Maintain the deliverable log and drive the internal deadlines that keep it green, including security, transition and AI governance deliverables falling due in the first 60 days after award.
Schedule, risk and dependency management
- Maintain the integrated master schedule across all tasks, programs and cross-team dependencies, updated at least weekly and visible to the customer in real time.
- Operate the risk and issue register so every Severity 1 or 2 risk carries a named owner and mitigation within one business day, and no dependency sits more than five business days without an owner and next action.
- Track cross-team dependencies from program-wide PI planning through to closure, and prepare the dependency view the Program Manager takes into each planning event.
- Maintain the Program Increment roadmap including 30-, 60- and 90-day goals measured from award.
Governance, meetings and subcontract administration
- Run meeting governance: agendas distributed at least one day prior, minutes capturing decisions, actions, risks and issues published within two business days, and actions tracked to completion.
- Administer two first-tier subcontracts including performance monitoring, invoice reconciliation against reported effort, and flow-down verification for security and supply chain provisions.
- Maintain the personnel roster and role list, and track annual training status across the team.
- Support the conflict of interest oversight program, including monitoring for circumstances requiring disclosure.
- Maintain the joint operating agreement register and track the obligations each places on the program.
Financial and continuity support
- Prepare the financial content of the monthly status report, including burn against operations and software/licence lines.
- Support the Program Manager in maintaining the continuity of operations plan, its annual exercise and its flow-down to subcontracts.
- Act as delegate for the Program Manager in routine customer coordination during absence, within defined limits and without assuming commitment authority.
