Your impact

We're seeking a talented Program Controls Reporting Manager to lead the enterprise-level program controls reporting and dashboard delivery for a large ($6

Billion+, 10-year) rail transportation related, capital infrastructure program. This role drives the development and execution of reporting strategies, oversees program and executive-level performance reporting, and ensures coordination across Program Controls and Financial functions to deliver accurate, timely, and actionable insights. You'll have experience in federal reporting standards, compliance requirements, and ideally performance frameworks. We'll lean on you to translate cost, schedule, risk, change, and performance data into clear visualizations and decision-ready reporting products that enhance leadership oversight, governance, and proactive program management.

• Develop and maintain program-wide reporting policies, procedures, templates, and tools aligned with cost, schedule, and scope controls.
• Establish standardized reporting workflows and governance frameworks to ensure consistent and transparent performance communication.
• Manage the program reporting calendar, milestone deadlines, and recurring deliverable requirements.

• Lead the preparation and delivery of monthly, quarterly, and annual program performance reports.
• Integrate progress, cost, cash flow, earned value, risk, and forecast data into consolidated reporting products.
• Support executive and board-level reports highlighting key performance indicators, emerging risks, and management actions.
• Ensure compliance with internal and federal reporting expectations where applicable.

• Identify and implement opportunities to automate reporting through tools such as Power BI and enterprise data environments.
• Design and maintain interactive, role-based dashboards that provide real-time visibility into performance drivers and constraints.
• Ensure all reporting outputs are accurate, consistent, and aligned with stakeholder decision-making needs.

• Collaborate with colleagues across the construction and quality oversight teams, contract and risk managers, and project controls to collect, validate, and reconcile cost, schedule, and risk data.
• Maintain traceability between source systems and published reports to support transparency and audit readiness.
• Drive continuous improvement in reporting processes, data visualization standards, and analytical capabilities.

• Act as a key liaison between Program Controls, Finance, and Program Leadership to ensure cohesive reporting narratives.
• Support communication and follow-up with functional teams to meet reporting requirements and timelines.
• Provide analytical and administrative support to the Program Reporting Unit as needed.

• Bachelor’s degree in business, engineering, finance, project management, or a related discipline.
