Position: HEALTH POLICY ANALYST DENTAL PROGRAM (HEALTH POLICY ANALYST II)

Main Purpose of Job

The primary purpose of this position is to design, evaluate, analyze, develop, research and update all statewide policies, data and reports related to the Maryland Healthy Smiles Dental Program. This position will also be responsible for assisting with the monitoring of the contract of the Dental Benefits Administrator (DBA) that administers the Maryland Healthy Smiles Dental Program. This contract manages a Medicaid population of approximately 1.6 million.

This position acts as an advisor and expert consultant on health policy issues as they relate to the Dental Program.

MINIMUM QUALIFICATIONS

Education:

A Bachelor's degree from an accredited college or university.

Experience:

Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

  • Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.
  • Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
  • Experience researching, developing, and drafting health policies, including State Plan Amendments and regulatory amendments.
  • Experience evaluating and analyzing complex data sets to identify specific trends, problems, or fiscal issues within a healthcare program.
  • Experience monitoring large-scale contracts.
  • Experience with or knowledge of state and federal Medicaid policies, regulations, and industry standards.
  • Experience in provider enrollment or outreach activities designed to enhance a healthcare provider network.
  • Experience navigating Medicaid dental programs and familiarity with federal and state specific regulations is highly desired.
