The Mayor’s Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers in order to enhance and promote the local economy. At MOED, we view our mission broadly to deliver economic justice to our city! The Senior Policy and Program Analyst position will work with internal and external cross-functional teams to analyze and present key issues of strategic value to senior leadership. The ideal candidate will be a natural leader with excellent verbal/communication skills and a self-starter who is comfortable in a project management-oriented role. Desirable candidates will be able to represent MOED at strategic planning meetings to support efforts to chart a path to guide the agency’s growth and success.

This position will also oversee quantitative and qualitative workforce development research, identify issues and provide recommendations for resolution, serve on a subcommittee of the Baltimore Workforce Development Board, and provide recommendations for implementing and evaluating Baltimore City’s efforts to build a coordinated workforce system. This position will lead, train, and expand MOED’s analytic team to further the efficiency, capabilities, and impact of MOED’s analytic work.

The ideal candidate will be a natural leader, a subject matter expert in data systems, tools, and analysis methodologies, and a self-starter comfortable managing projects independently.
