The Special Education Specialist Lead serves as the primary programmatic and operational support to the Special Education Director and functions as the second‑in‑command for special education services within the Juvenile Services Education Program (JSEP). This position provides leadership, technical expertise, and job‑embedded coaching to support consistent implementation, quality service delivery, and effective instructional practices for students with disabilities across secure and nontraditional educational settings.
The Specialist‑Lead supports system‑wide improvement by translating federal, state, and local special education requirements into clear, actionable practices and strengthening staff capacity through collaboration and interagency coordination.
- Education:
Possession of appropriate educational credentials as determined by the Maryland State Board of Education. - Experience:
Two years of experience providing classroom instruction to students.
Must possess a MSDE Secondary Education Educator License with Special Education endorsement.
Desired orPreferred Qualifications
- Demonstrated experience leading special education compliance and regulatory alignment, including oversight of IEP development, procedural safeguards, audit readiness, corrective action planning, and participation in state monitoring or due process proceedings.
- Knowledge of Maryland COMAR 13A.05 and 13A.08 regulations is strongly preferred.
- Experience coaching educators and administrators in trauma‑informed, restorative, and data‑driven instructional practices, with the ability to integrate academic, behavioral, and transition planning systems, preferably within high‑need, alternative education, juvenile justice, detention, or residential treatment settings.
Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Education Article, Section 6‑101 of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2).
