Position: Facilitator, Instruction Behavior & Placement - INTERNAL ONLY

Job Description

Provides support to schools regarding the access and adaptation to curriculum with a focus on delivering specially designed instruction in the general education and special education setting. Assists in ensuring equal access to the curriculum and differentiated instruction in the least restrictive environment (LRE) while developing a continuum of services so that students with disabilities have an opportunity to be educated with non-disabled peers to the maximum extent possible.

Supports schools in building capacity to meet the needs of all learners while ensuring all initiatives support system‑wide goals identified in the Strategic Plan.

Responsibilities
  • Supports school‑based personnel in utilizing data to identify, implement, and monitor effectiveness of multi‑tiered support systems to reduce the achievement gap.
  • Supports school‑based teams in the identification, implementation, and evaluation processes for students requiring special education services.
  • Supports school‑based teams in measuring and monitoring student progress toward Individualized Education Program (IEP) goal mastery and students’ response to targeted interventions.
  • Assists schools in developing IEPs that address student progress in relation to state standards.
  • Provides technical assistance on special education policies, processes, and procedures, and implementation of IDEA.
  • Implements coaching strategies for teachers and school‑based staff in evidence‑based instructional strategies and behavioral interventions to support students with disabilities in accessing the general education curriculum in their least restrictive environment.
  • Supports schools in navigating placement decisions along the continuum of services using data‑driven processes to ensure compliance with LRE requirements.
  • Collaborates with content offices to ensure BCPS curricular standards are followed for students with disabilities inside and outside the general education environment.
  • Collaborates with offices within the Division of Curriculum and Instruction to plan and deliver professional development for teachers.
  • Partners with colleagues from the Division of Curriculum and Instruction and the Division of Schools to provide proactive support to schools around implementation of high‑leverage practices for students with IEPs to enhance academic achievement and build effective teachers, leaders, and staff.
  • Designs professional learning experiences for school personnel aligned with district and school initiatives, emphasizing specially designed instruction.
  • Supports school administrators in organizing and scheduling instruction for students with disabilities inside and outside general education to increase student achievement.
Qualifications
  • Graduation from an accredited college or university with a bachelor’s degree.
  • Three years of teaching experience.
  • Possession of a Maryland Educator Professional Certificate (or eligibility) appropriate to the area of assignment.
  • Possession of a Maryland Educator Professional License (or eligibility) appropriate to the area of assignment.
  • Preferred:
    Possession of a Maryland Educator Advanced Professional Certificate or Advanced Professional License.
  • Thorough knowledge of inclusive educational practices, IDEA guidelines, IEP development, LRE, and compliance with federal and state mandates including mediation and due process procedures.
  • Outstanding oral and written communication skills.
  • Expertise and experience in assessment/data analysis and instruction for ages three through 21.
  • Strong human relations, communication, and organizational skills.
  • Strong computer/technology skills.
Physical and Environmental Conditions

The work is generally performed both in school and office environments, with travel to schools throughout Baltimore County required. Work includes operation of office equipment, computers, and assistive technology devices. Limited physical activity may be required. Work schedules may include nights and weekends and will require occasional work beyond normally scheduled hours.

Salary and Benefits

Salary: $61,026 – $120,717.
