Overview
Assists in the design and implementation of a system-wide plan to improve the academic achievement of multilingual learners and provides information and training to families and school personnel. Provides a support program for multilingual learners and their families to enhance and expand services beyond the classroom. Assists multilingual families in understanding the processes to identify students who are gifted and talented and/or have special needs by providing information about support services available beyond the classroom environment.
Ensures that all initiatives support the system-wide goals identified in the district's strategic plan. Performs other duties assigned.

- Facilitates successful entry of multilingual students into the Baltimore County Public School (BCPS) system by introducing students and parents to the school setting and culture.
- Provides direct support and consultation to assigned schools. Designs and delivers family engagement workshops for multilingual families and students.
- Collects, analyzes, and utilizes feedback data to inform programming and improve family engagement.
- Administers the annual state-mandated English language development assessment to evaluate multilingual learners’ English proficiency and their eligibility for ELD services.
- Engages in the curriculum development process through the evaluation and selection of culturally responsive resources that reflect our multilingual learners.
- Develops and delivers professional development sessions to teachers and administrators in engaging diverse families and communities to support the academic achievement of multilingual learners.
- Conducts regular parent workshops/meetings in multiple languages, which may be in collaboration with school staff, outreach counselors, and/or representatives from community agencies, to provide learning and leadership opportunities for multilingual learners and their parents.
- Facilitates the communication with students and parents on school policies, such as attendance, behavior handbook, graduation requirements, state assessments, parent involvement opportunities, magnet program requirements, and other information as needed.
- Recruits and trains qualified interpreters to facilitate interpreting requests throughout the BCPS system.
- Facilitates and/or provides interpreting services for communication needs within the Office of Multilingual Achievement.
- Communicates to school system and/or community agencies to share the needs and concerns of multilingual families.
- Participates in relevant office meetings; attends in-service training, conferences, and workshops.
MINIMUM QUALIFICATIONS:
- Education, Training And Experience
Graduation from an accredited college or university with a bachelor’s degree in education or a related field. Five years of successful teaching or related experience. Experience working with English Language Development and/or Multilingual Learner populations preferred. - Advanced proficiency in English and at least one of the other most spoken languages in BCPS.
- Native or near native fluency in Spanish strongly preferred.
- Licenses And Certificates
Possession of a Maryland Educator Professional Certificate appropriate to the area of assignment. - OR
Possession of, or eligibility for, a Maryland Educator Professional License appropriate to the area of assignment. - ESOL endorsement preferred
- Knowledge, Skills, And Abilities
Demonstration of outstanding oral and written communication skills in L1 and L2. - Demonstration of strong leadership, communication, and human relations skills.
- Significant experience working with the immigrant community.
- Experience in offering professional development.
- Thorough knowledge in interpreting and translation.
- Strong cross-cultural communication skills in both their native language and English.
- Thorough knowledge of second language acquisition, TESOL, and bilingual education.
The work of this class is generally performed in an office or classroom environment throughout BCPS. Work includes the operation of office equipment, including personal computers, interpreting equipment and occasional limited physical activities. There is a significant amount of driving and mobility involved in this position.
