Summary
The Supervisory Training Specialist is located in the Department of Veterans Affairs – Veterans Health Administration – at the VA Maryland Health Care System (VAMHCS) in the Employee Education & Organizational Development Service under the Office of the Assistant Director. The incumbent has full delegated authority and responsibility as the expert professional over the Leadership Training and Professional Development section of the service.
QualificationsApplicants must meet all specified requirements by the closing date of this announcement – 07/10/2026. Federal employees must demonstrate the required time‑in‑grade. For a GS‑12 position, applicants must have 52 weeks at GS‑11 or an equivalent grade in the federal service. A current SF‑50 showing eligibility for the required time‑in‑grade, or an additional SF‑50 if the most recent one is not within the past year, must be submitted with the application.
Veterans Employment Opportunities Act of 1998 appointment and former federal employees applying for reinstatement must also meet these time‑in‑grade and occupational requirements.
Occupational requirements (IOR) for the Training Instruction Series – 1712:
- Undergraduate and graduate education:
Major study in education or a subject area related to the position. OR - Specialized experience (GS‑5 and above):
Practical knowledge of the subject area and of instructional methods and techniques. Examples include teaching or instructing in adult education programs at the secondary school, college, military installation, or industrial establishment; supervising or administering a training program; development or review of training/course materials, aids, devices, etc.; and evaluation of training results.
Specialized experience for GS‑1712‑12:
- One year of experience equivalent to at least the next lower grade (GS‑11) in the normal line of progression for the occupation. Examples include planning work for subordinates, assigning work based on priorities, evaluating performance, providing guidance, interviewing candidates, resolving complaints, and arranging developmental and training needs.
Additional qualifications:
- Knowledge of communication, education and training, leadership, and project management competencies.
- Experience with volunteer work that builds relevant competencies is considered creditable.
- Physical requirements include predominantly sedentary work with occasional light lifting up to 20 lbs, classroom setup, and fieldwork as needed.
- Work environment is primarily office, meeting room, or classroom settings.
- Assess, develop, implement, instruct, evaluate, and modify training programs, courses, and educational projects to improve workforce development, communication, and employee engagement.
- Serve as the primary expert in curriculum design and development using multiple learning methods (in‑person, virtual, blended).
- Collaborate regularly with managers, supervisors, and service chiefs to assess learning needs and deliver training programs.
- Devises new methods and criteria for meeting broad educational needs throughout the medical center.
- Act as the technical and content expert for all non‑clinical competency development.
- Consult on projects, arrange and moderate training seminars and conferences, provide guidance and give lectures or participate in panel discussions.
- Participate in planning committees, service chiefs, supervisors, and education staff to determine course topics.
- Lead the evaluation of non‑clinical training programs to ensure process improvement and standards compliance.
- Conduct research, fact‑finding, and analysis to support educational program improvements.
- Plan and conduct studies evaluating program achievements and student performance, then interpret results and recommend actions.
- Develop facility‑wide standards for managing training databases and web‑based training programs.
- Ensure educational programs comply with regulations and align with agency mission.
- Advance and resolve policy, program, and project issues related to education programs.
