Job Title

Non-Merit vacancy exists in the Community Based Services/Center for Family Success, Department of Health and Human Services.

Job Description

Position provides English Language Learner (ELL) instruction, Adult Basic Education (ABE) instruction, and Workforce Development skills to participants attending family literacy programming at the Center for Family Success. The adult instructor is responsible for equipping adult learners with the foundational academic, linguistic, and professional skills required to achieve self-sufficiency, obtain employment, or pursue higher education.

Core Instructional Duties

  • Deliver contextualized ELL lessons: Teach English reading, writing, listening, and speaking centered around real-life scenarios (examples: reading report cards, understanding medical forms, and navigating school systems) and workplace navigation to diverse cultural and linguistic backgrounds.
  • Teach academic foundations: Provide basic education instruction in remedial mathematics, grammar, reading comprehension, and critical thinking.
  • Facilitate job readiness training: Conduct workshops on resume writing, digital literacy, job search strategies, and mock interviews.
  • Differentiate teaching methods: Adapt instructional materials to accommodate diverse learning styles, cultural backgrounds, and varying skill levels within a single classroom.
  • Integrate life skills: Embed civic responsibility, financial literacy, community resources, and family literacy into the academic curriculum that participants can replicate at home with their families.

Administrative & Operational Responsibilities

  • Assess and track progress: Administer standardized intake placement exams and routine evaluations to gauge educational gains using both formal and informal classroom benchmarks.
  • Maintain precise compliance records: Manage files, and track daily student attendance, performance metrics, and goal achievements for state and federal funding reports.
  • Design custom curriculum: Create daily lesson plans, digital learning modules, and interactive classroom activities tailored to adult learning principles.
  • Manage classroom environment: Establish a supportive, professional, and inclusive space that motivates non-traditional learners.

Program Support and Collaboration

  • Coordinate joint activities: With early childhood educators to facilitate Parent and Child Together (PACT) time, and family literacy and field trip activities.
  • Connect adult learners: With local public libraries, job placement services, and social support systems.
  • Engage in recruitment: And community outreach programs to boost student enrollment.
  • Participate in professional development: To remain current on adult learning theories and family literacy frameworks.

Daily & Routine Tasks

  • Grade assignments: Evaluate student classwork, essays, and tests to provide constructive feedback.
  • Advise students: Conduct one-on-one goal-setting sessions to advise learners on academic pathways or job placement opportunities.
  • Prepare classroom materials: Organize handouts, setup digital presentation equipment, and manage educational software.
  • Collaborate with stakeholders: Meet with case managers, career counselors, and program directors to coordinate student support services.
  • Participate in professional development: Attend specialized workshops to stay updated on adult education methodologies and workforce trends.
Qualifications

Required Qualifications Graduation from an accredited college or university with a bachelor's degree in English as a second language or Education. PLUS One year of experience training and/or teaching non-native English speaking adult students. Certifications English as a Second Language (TESOL) Global Career Development Facilitator (GCDF) Teaching Licenses and Certificates Some positions within this classification may require possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license at the time of appointment.
