POSITION OVERVIEW

We’re looking for a CBT Training Specialist to support the design, development, delivery, maintenance, and continuous improvement of computer-based training and eLearning materials for federal healthcare programs. This role will assess training needs; develop learner-centered content using tools such as Articulate 360/Storyline 360; and create practical training aids, curricula, scripts, assessments, scenarios, knowledge checks, and accessible learning materials that help users understand systems, processes, data, and operational workflows.

The CBT Training Specialist will work closely with program stakeholders, subject matter experts, product teams, and end users to identify training requirements, apply instructional design best practices, and build engaging training products that support adoption, knowledge transfer, and performance improvement. This position requires strong facilitation, instructional design, communication, analytical, accessibility, and quality review skills, with the ability to translate complex business and technical information into clear, engaging, Section
508-compliant training content and support LMS-based course delivery and tracking.

KEY RESPONSIBILITIES
  • Collaborate with the team, assuming responsibility to create and adapt learning content for diverse audiences and various eLearning formats.
  • Develop modules using Articulate
    360 products, mainly Storyline
    360 including interactive simulations.
  • Incorporate accessibility into modules, including closed captions, alt text, and screen reader focus order.
  • Coordinate with subject-matter experts (SMEs) to gather information for modules.
  • Apply Instructional Design models utilizing ADDIE and Blooms Taxonomy to develop and implement module structures and content.
  • Use a combination of source materials and content-gathering meetings to write voiceover scripts, distilling technical, complex information into well-organized, easily digestible material.
  • Create effective, aesthetically pleasing presentation/slide designs, infographics, templates, etc. Incorporate branding guidelines.
  • Build creative, engaging learner-centered knowledge checks and activities.
  • Conduct peer reviews. Perform testing and provide valuable feedback regarding script and text, audio, design, functionality, and user friendliness.
  • Present eLearning modules at various stages of development to the team/SMEs/stakeholders to garner feedback, assess progress, or shift direction as needed.
  • Update and maintain modules as required.
  • Assist in the evaluation of training effectiveness and provide recommendations for improvements.
  • Work with Learning Management Systems (LMS) to upload, manage, and track courses, ensuring a seamless experience for learners.
  • Write team documentation, detailing eLearning processes, procedures, checklists, and guides.
Qualifications
  • US citizen or authorized to work and lived in the U.S. for 3 of the last 5 years. Must be able to obtain a U.S. Federal government client badge and pass a government Public Trust.
  • Requires a minimum of four (4) years of relevant experience with a Bachelor’s degree, or a Master’s degree with at least two (2) years of experience. Four (4) years of specialized experience may be substituted for a Bachelor’s degree.
  • Proficiency in Articulate authoring tools, with a strong focus on Storyline
    360
  • Experience creating Section
    508 compliant materials
  • Familiarity with graphic design principles and ADDIE best practices
  • Strong verbal and written communication skills, with the ability to explain complex concepts in a clear and concise manner
  • Self-motivated and creative design thinking
  • Excellent collaboration skills in a team-oriented environment
  • Proven ability to thrive in dynamic, fast-paced work settings
  • Highly organized with the ability to pivot between tasks and priorities
  • Experience working in an Agile, federal consulting, healthcare, or government contracting environment is a plus.
  • Prior experience with Centers for Medicare & Medicaid Services or other government agencies is a plus.
