The Educational Specialist II
- Gifted and Advanced Learning supports the expansion of gifted and advanced learning opportunities in school wide programs, focusing on increasing access for students in high-poverty schools. This position provides professional learning, coaching, and technical assistance to teachers and school staff to enhance instructional practices and student outcomes. The specialist helps coordinate and monitor district wide gifted and advanced learning initiatives, ensuring alignment with the goals, objectives, and priorities established by the Office of Differentiated Learning and the Executive Director of Teaching and Learning.

Additionally, the role supports the implementation of effective instructional strategies, promotes high-quality academic programming, and stays informed of current research, trends, and best practices in gifted and talented education.

• Provides direct support to schools, administrators, and teachers.
• Advocates for the use of programs and curricula designed for gifted learners that are aligned with NAGC standards and district policies and regulations (e.g., IHBB/IHBB-RA).
• Manages continuous improvement projects within the Gifted and Advanced Learning (GAL) Office.
• Plans and delivers content-based professional learning opportunities for school- and district-based educators.
• Participates in the formal identification process for gifted and advanced learners in alignment with COMAR and district guidelines.
• Participates in the evaluation and selection of supplemental instructional materials.
• Researches and recommends instructional strategies, techniques, and best practices for gifted and advanced learners.
• Collaborates with educators across multiple disciplines to identify and develop differentiation and intervention strategies.
• Maintains current knowledge of research and exemplary practices in gifted and talented education.
• Remains informed about City Schools' standards for quality instruction and student performance and assists teachers and administrators in developing goals and strategies to meet those standards.
• Manages special projects designed to improve gifted and advanced learning programs and services within City Schools.
• Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.
• Maintains confidential and sensitive information.
• Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies, administrative regulations, and professional standards.

• Bachelor's degree from an accredited institution of higher education required; masters degree preferred.
• Valid Maryland State Department of Education (MSDE) professional licensure with an Advanced Professional License or National Board Certification.
• At least five years of relevant full-time professional experience.
• Three years of teaching experience, including experience working with gifted students.
• Three years of teaching experience at the primary or elementary grade level.
• Demonstrated ability to facilitate professional learning.
• Knowledge of the full spectrum of differentiated instruction related to gifted and talented education.
