Special Education Complaint Investigation Coordinator; Education Program Specialist II

This position serves as a State complaint coordinator for the Maryland State Department of Education, ensuring compliance with federal and state special education regulations under the Individuals with Disabilities Education Act (IDEA). The coordinator manages the State complaints docket, investigates and resolves complaints between public agencies and families, conducts site visits, and provides technical assistance on special education matters. The role is based in Baltimore and involves complex legal and policy work related to special education compliance and dispute resolution.

• Juris Doctorate, Master's degree, or 36 post-baccalaureate credit hours in Education, Special Education, or related field
• Five years of administrative or teaching experience in special education programs, complaint investigation, compliance, or student advocacy
• One year of professional experience in complaint investigation-resolution, compliance monitoring, or related experience serving school-aged children with disabilities
• Experience evaluating and reviewing special education complaints and making escalation decisions
• Experience applying special education laws, regulations, and policies
• Experience with IDEA State complaint investigation processes and data tracking systems
