Building Operations Engineer; Facilities Management

Overview

We are seeking a Building Operations Engineer who is primarily responsible for delivering a quality and reliable Maintenance Service program to the Bloomberg School of Public Health (BSPH) facilities. The Building Operations Engineer reports to the Associate Director of Building Operations and provides technical expertise to Facilities Maintenance. Responsibilities include defining programs to maintain BSPH MEP systems efficiently, operating and maintaining large air handling units and related equipment, overseeing water treatment tests, monitoring building service equipment, and managing building automation system (BAS) maintenance activities.

The role supports energy efficiency and sustainability goals and provides excellent customer service to students, staff, and visitors. The engineer develops, updates, and implements MEP Facilities Maintenance programs, routines, and schedules, and analyzes feedback to adjust programs, schedules, and labor requirements. This position reports to the Associate Director of Building Operations.

• Develop priorities and direct supervisors to achieve departmental programmatic and fiscal objectives.
• Direct Supervisors in the management of workload to ensure a timely and quality response to requests for service.
• Oversee the implementation of a MEP Preventive Maintenance program to maintain system reliability and efficiency.
• Support retro-commissioning and auditing efforts of existing building envelopes, systems, and controls to ensure proper functionality and minimize energy consumption.
• Provide direction based on engineering principles and maintenance requirements to implement system upgrades to achieve reliability, energy efficiency, safety, operational, and sustainability improvements.
• Implement performance standards to meet service expectations and productivity measures to identify and track progress.
• Continually assess performance through established building standards and apply corrective measures as required.
• Hire, train, evaluate, and terminate approximately 20 staff as required (HVAC Supervisor, Electrical Supervisor, Electrician, Plumber, HVAC Technician, Maintenance Mechanic II).
• Perform annual performance evaluations and assist supervisors with disciplinary actions as necessary.
• Apply University policies and the collective bargaining agreement and resolve issues that may arise.
• Ensure compliance with OSHA, BOCA, State, and Federal regulations, and JHU safety standards for all work in BSPH buildings.
• Support safety programs for a safe workplace and safety-conscious staff.
• Assist in developing and implementing fiscal strategy for departmental goals and manage approximately $4.5 million in budget responsibilities, including planning, oversight, and tracking costs.
• Provide input for annual operating and capital budgets and assist in identifying capital renewal projects within a limited capital budget.
• Review the impact of approved capital plans on Maintenance and adjust programs accordingly.
• Oversee departmental support of events and collaborate with the Special Events Team (SET).
• Procure supplies and equipment to maintain effective and efficient maintenance programs.
• Evaluate and recommend equipment, supplies, and procedures; ensure Environmental Services activities comply with statutory requirements and regulatory guidelines.
• Oversee inventories of parts, materials, and equipment to ensure adequate stocking levels.
• On-call at times and respond to emergencies as scope requires.
• Support the academic mission and sustainability by maintaining an attractive, safe, and sustainable environment; contribute to University climate change initiatives to reduce energy consumption and greenhouse gas emissions.
• Perform other duties as assigned.

• Campus-wide operations across BSPH facilities, approximately 1.5 million gross square feet, including BSPH, Deering Hall, and the School of Nursing (SON).

• Must have excellent oral and written communication skills.
• Communicates with senior facilities and administrative representatives, presents viable projects for approval, and engages with consultants, design engineers, staff, and end users to determine project feasibility.

• Ability to operate a computer and related equipment; ability to communicate with coworkers frequently.

• Bachelor's Degree in Mechanical Engineering or a related engineering field.
• Five years of related experience in building MEP systems engineering and design work.
• Additional education may substitute for required experience, and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, per the JHU equivalency formula.

• Professional Engineer license in the State of Maryland or a state with reciprocity.
