Overview

The Maryland Military Department (MMD) is seeking a candidate for the position of Agency Project Engineer/Architect III. This role offers benefits, pension, generous leave, a competitive salary, and opportunities for professional growth. The position follows a compressed work schedule from 6:30 am to 5:00 pm, Tuesday through Friday, and may require call-ins for emergencies.

Main Purpose of Job

An Agency Project Engineer/Architect is the lead project manager engineer for agency capital and operating construction, maintenance, and system services projects. The incumbent will be responsible for engineering design reviews, site inspections, and project management of agency operating projects, and will serve as a liaison to Project Engineers/Architects in the Department of General Services for Maryland Military Department projects. Projects include construction, renovation, maintenance, and sustainment, restoration, and modernization (SRM) of armories, readiness centers, field maintenance shops, warehouses, housing, and public works structures and operations.

Duties
  • Provide day-to-day project management and engineering technical support services, including review of documents necessary to facilitate the execution of Capital, Maintenance, Repair, and O&M construction programs (including Army National Guard MILCON and SRM projects).
  • Attend project design reviews, pre-bid, construction progress, and post-construction meetings.
  • Prepare preliminary investigations, plans, specifications, cost estimates, and engineering scope of work development for assigned projects.
  • Review designs, plans, specifications, contract documents, feasibility studies, and cost analyses for agency projects.
  • Process construction submittals and other contract documentation; review contractor invoices and maintain project spreadsheets.
  • Provide guidance and direction to engineering or architectural consultants as needed; no supervision of other engineers or architects is implied.
  • Be available to work evenings and weekends to attend public meetings and hearings; may be subject to call-in for emergencies; may travel throughout the State to construction sites with potentially noisy, dirty, or uncomfortable conditions; may require climbing ladders and wearing safety equipment, as well as work in confined spaces, at heights, and under buildings.
Minimum Qualifications

Experience:

Six years of experience, with two years as a design and project manager engineer, architect, or surveyor for agency capital and operating construction, maintenance, and system services projects, plus an additional four years of experience as an engineer, architect, or surveyor in building construction involving design, construction, or repair of building structures or system services. Notes:
1) A Bachelor's degree in engineering or architecture plus two years of relevant experience may substitute for the required experience.
2) Professional Engineer or Professional Architect registration in Maryland or a state with comparable requirements may substitute for the required experience.
3) U.S. Armed Forces engineering/architecture service experience may substitute on a year-for-year basis for the required education.

Preferred Qualifications
  • Working knowledge of standard design and construction methods and procedures.
  • Working knowledge of Federal, State, and Local building codes.
Licenses, Registrations and Certifications

Some duties may require operation of a motor vehicle and possession of a motor vehicle operator’s license valid in Maryland with fewer than 5 points.

Special Requirements

Common Access Card (CAC) required. Ability to pass a Federal background check in addition to a State background to access facilities and computer systems by being issued a CAC card. The ability to obtain and maintain this access is a condition of employment.
