Main Purpose of Job

The Regulatory and Compliance Engineer II will review technical engineering evaluations and ensure compliance with Maryland laws and regulations related to air pollution and greenhouse gases, specifically focusing on the Maryland Building Energy Performance Standards (BEPS).

Maryland's BEPS regulations require owners of covered buildings to submit energy benchmarking reports to MDE each year, beginning in 2025, and meet phased performance standards beginning in 2030. The Compliance Engineer provides regulatory compliance assistance to building owners, reviews technical reports, performs inspections, responds to complaints and inquiries, and pursues enforcement actions when necessary.

The Air Quality Compliance Program's Climate Change Division works to improve the health and welfare of people and the environment while developing a dynamic clean energy economy in Maryland.

Working Conditions
  • Occasional exposure to uncomfortable or unpleasant surroundings during inspection of industrial sites, including inclement weather, strong odors, high levels of heat and/or noise from process equipment, and generally dirty conditions.
  • Occasional special physical demands, such as accessing the roof of a building which may require ladder climbing.
  • Required use of protective equipment—such as goggles, gloves, and masks—during site visits.

The incumbent will be required to drive a state vehicle. If you hold an out-of-state driver's license, you must provide a certified copy of your driving record from the issuing state's Motor Vehicle Administration at the time of hire. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a state vehicle.

Minimum Qualifications
  • Bachelor's degree in engineering or architecture from an accredited college or university.
  • One year of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety.
  • Candidates may substitute possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in relevant areas.
  • Candidates may substitute possession of a Master’s degree in engineering or architecture from an accredited college or university for the required experience.
  • Candidates may substitute possession of a current Professional Engineer or Professional Architect registration in Maryland or a comparable state for the required education and experience.
  • Candidates may substitute U.S. Armed Forces military service experience in engineering or architecture classifications for the required experience and education on a year-for-year basis.
Desired or

Preferred Qualifications
  • Experience working in the building sector, especially on building energy systems and energy efficiency measures.
  • Experience managing data and performing analysis using ArcGIS and/or Microsoft Excel.
  • Licensed as a Professional Engineer, Engineer in Training, Architect, Energy Management Professional, or certified by ASHRAE, AEE, BPI, or LEED.
Licenses, Registrations and Certifications

Employees may be assigned duties requiring operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Special Requirements

Employees may be required to be available on a 24‑hour call‑in basis and may need to provide a telephone number where they can be reached.
