Main Purpose of the Job

The Regulatory and Compliance Engineer I is an entry‑level position responsible for the analysis and evaluation of the construction, operation, inspection, and permitting of oil storage and handling facilities and above‑ground storage tank (AST) systems to ensure regulatory compliance with engineering standards, practices, principles, and methods. The incumbent is required to be certified by the Steel Tank Institute (STI) as both an AST Inspector and an AST System Inspector and is responsible for processing and tracking compliance of approximately one fifth of the individual oil operations permits and AST system registrations in the State as required by COMAR 26.10 and the National Pollutant Discharge Elimination System (NPDES) permits as required by COMAR 26.08.

The position requires working knowledge of the Administrative Procedures Act (APA) for reviewing and issuing individual NPDES permits for oil terminals, including participation in public informational meetings and public hearings.

Key Responsibilities
  • Inspect oil storage and handling facilities and AST systems located in restricted access areas, including work in inclement weather.
  • Assess compliance with engineering standards and regulatory requirements, and issue compliance decisions.
  • Process and track compliance of oil operations permits and AST system registrations, coordinating with stakeholders as needed.
  • Participate in public informational meetings and public hearings related to NPDES permits.
  • Maintain accurate records and documentation of inspections, findings, and permits.
  • Drive a State vehicle as required; maintain a valid driver’s license with no more than five points on the driving record.
Working Conditions
  • Exposure to uncomfortable or unpleasant surroundings, hazardous conditions, and the possibility of injury.
  • Physical demands of lifting 50 pounds or more and occasional climbing of ladders and working at heights.
  • Use of protective equipment such as hard hats, safety shoes, goggles, gloves, and masks.
Minimum Qualifications
  • Education:

    Bachelor’s degree in engineering or architecture from an accredited college or university.
  • Experience:

    None.
  • Substitutions for education:
    • At least 20 credit hours in engineering and two years of engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas.
    • Current Professional Engineer or Professional Architect registration in Maryland or a state with comparable requirements.
    • U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work, on a year‑for‑year basis.

Preferred Qualifications
  • Knowledge and/or experience working with oil storage tanks or facilities.
  • Knowledge and/or experience with formal enforcement or compliance activities.
  • Inspector certification related to above ground storage tanks (STI or API), non‑destructive testing, or corrosion protection.
Licenses, Certifications, and Registrations

Employees may be assigned duties requiring operation of a motor vehicle. A valid Minnesota driver’s license is required. A current STI certificate as an AST Inspector and an AST System Inspector is mandatory.
