State Highway Administration, Office of Traffic and Safety – Team Leader (Transportation Design Engineer V) in Anne Arundel County. Grade 21 (7665) SP# 26‑52‑02.
Nature of WorkServes as a Licensed Professional Engineer and leads the Traffic Engineering Design Division. Responsible for supervising, managing, administering, and coordinating complex engineering designs for Traffic Control Devices (TCD) and Intelligent Transportation Systems (ITS) statewide. Oversees a team of licensed and non‑licensed engineers and consultants, reviews, approves, and tracks design work for multiple project types—including areawide, formally advertised, insert, developer, and shop‑force projects.
Responsibilities- Supervise and provide technical guidance to design team members.
- Design, review, and approve TCD and ITS plans and cost estimates.
- Develop budgets, processes, procedures, and standards for TCD and ITS design.
- Track and monitor monthly expenditures for design consultants and construction contracts.
- Coordinate program activities, including scheduling, budgeting, and task oversight.
- Represent the State Highway Administration at meetings and develop program guidelines.
- Assist in training, coaching, and evaluating in‑house designers, technicians, and engineers.
One (1) year of experience managing engineering projects as a licensed professional engineer.
Selective QualificationOne (1) year of experience in the design and management of Traffic Control Devices (TCD) and/or Intelligent Transportation Systems (ITS) projects.
Preferred Qualification- Proficient in the design and review of traffic control device plans and cost estimates for projects ranging from minor to complex highway and geometric improvement projects.
- Proficient in developing and maintaining project scope, budget, and schedule.
- Expert knowledge of professional transportation engineering principles, federal/state regulations, policies, standards, and guidelines.
- Expert knowledge of standards and specifications for construction and materials used for traffic control devices.
- Excellent written and verbal communication and interpersonal skills.
