Position: Wastewater Program Manager (Program Manager)

Position Description

This posting will be used to fill a full‑time position in the Bureau of Utility Operations in the Department of Public Works. The position will oversee and manage the wastewater support services group, including wet well cleaning and the ARV (air release valve) program, within the Wastewater Operations Division of the Bureau of Utility Operations. It will also perform engineering review and support for Bio‑solids Regional Facility, Water Reclamation Facilities (WRFs) and Sewage Pumping Stations (SPSs) capital upgrades, WRF stormwater permitting and compliance, and serve as the wastewater liaison for all grant support needs.

The role is responsible for a crew of nine and an office support assistant.

Nature and Variety of Work

This professional position directs operational programs and projects, overseeing the following programs in the Wastewater Administration division:

  • Managed Aquifer Recharge (MAR)
  • Bio‑solids regional facility
  • Sewage pumping station capital upgrades
  • Septage receiving
  • Nutrient credit registration tracking and management
  • Water Reclamation Facilities (WRF) performance tracking
  • Grant management and support
  • Compliance related to WRF reporting (DMRs)
  • WRF and Sewage Pumping Station (SPS) research and development
Examples of Duties and Knowledge, Skills, and Abilities
  • Managing, providing technical guidance, and acting as liaison with State and Federal agencies to ensure regulatory compliance; reviewing monthly Discharge Monitoring Report (DMR) submissions and tracking all nutrient discharges by all County‑owned WRFs.
  • Overseeing the Managed Aquifer Recharge Program (MAR).
  • Managing the Bio‑solids regional facility.
  • Liaison for Sewage Pumping Station capital projects.
  • Liaison for all grant management and support needs.
  • Septage receiving program: set up, implementation, site evaluation, and operation.
  • Research, development, and innovation in the sanitary collection system and water reclamation facilities.
  • Preparation of routine and special reports, including annual nutrient credit tracking and registration and other key metrics as needed.
  • Performs related duties as required.
Knowledge, Skills, and Abilities
  • Thorough knowledge of laws, rules, and regulations that apply to provisions and limitations of the program to which assigned.
  • Thorough knowledge of the principles, practices or techniques of program development, implementation, management and evaluation.
  • Knowledge of the general principles of procurement, contract management, and personnel administration, as required.
  • Knowledge of Federal and/or State grant funding requirements and regulations, as required.
  • Skill in leading assigned employees, providing instruction, and reviewing their work.
  • Skill in explaining and defending ideas and positions, both orally and in writing, and in persuading individuals and groups to support assigned program activities or decisions.
  • Ability to conduct analytical studies and make recommendations concerning effectiveness, efficiency, and productivity of assigned program(s).
  • Ability to deal tactfully, effectively and equitably with people.
  • Ability to attend meetings or perform work at locations outside the office if necessary.
Minimum Qualifications

Graduation from an accredited four‑year college or university and at least four (4) years of experience in Engineering/Program Management with Water or Wastewater Operations.

Supplemental Qualifications
  • A degree in environmental science, engineering or a related field.
  • Experience with wastewater‑related programs and projects.
  • Five or more years’ experience in Engineering/Program Management involving Wastewater Operations.
