Summary Of PositionThe Baltimore City Department of Transportation (Use the "Apply for this Job" box below). hiring a Chief Administrative Officer to lead the Traffic Division. Duties include coordinating all traffic projects, overseeing design and construction, preparing reports, and serving as liaison on federally funded projects. The role supports agency goals through strategic planning.
Essential Functions• Provide leadership, guidance, and direction for the Traffic Division.
• Coordinate all traffic projects within the agency and directly oversee section chiefs and administrative staff.
• Oversee all capital project design and construction activities, monitor planning, designing, and implementation of projects funded by the Federal Highway Administration.
• Prepare and submit quarterly statistical and narrative reports to the Maryland Department of Transportation State Highway Administration and the Federal Highway Administration.
• Serve as liaison for Local Public Agency on Federal Highway Administration funded projects, and develop short‑ and long‑term strategic plans to meet agency goals.
Education And Experience Requirements- Master’s degree from an accredited college or university (consideration may be given to a combination of experience and/or education).
- Ten (10) years of experience managing engineering projects as a licensed professional engineer, certification as a Professional Traffic Operations Engineer, and at least five years of supervising senior engineers, junior engineers, and engineering technicians.
- Education credentials obtained outside the U.S. must be evaluated for U.S. equivalency.
- Knowledge of traffic engineering practices and principles.
- Knowledge and ability to operate a computerized traffic control system and implement and operate a coordinated signal system safely and effectively.
- Knowledge of traffic signal telecommunications systems.
- Ability to investigate complaints and make recommendations to resolve problems.
- Ability to communicate well, both orally and in writing.
- Ability to use office computers and associated software (e.g., Word, Excel).
- Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
- Ability to respond to emergency situations.
- Ability to establish and maintain effective working relationships.
- Ability to work under stressful conditions.
- Ability to interact effectively with others.
Eligible candidates must complete a Criminal Background Check and/or Fingerprint screening.
ProbationAll selected candidates must complete a mandatory six‑month probation.
