As a Program Manager and vital member of our Aviation team in Baltimore, MD, you’ll lead aviation project design and construction teams for airside, landside and terminal facilities. Teams may include professional architects, engineers, project managers, designers, etc. The role requires effective delivery of multiple design and construction aviation projects from proposal development through to project close-out, including management of resources, subconsultants, tasks and work necessary for successful delivery.

You’ll develop strong client relations through daily communication, meeting preparation, attendance, documentation and regular reporting of task and project status. Additionally, you’ll serve as liaison among clients, agencies, subcontractors and design teams—including FAA, state DOTs, etc.

Responsibilities
  • Resolve a variety of complex problems, e.g. conflicting design requirements, determine and meet design criteria, manage difficult coordination requirements.
  • Facilitate resolution of issues and mitigation of risks associated with delivery of project designs.
  • Evaluate progress of designs and/or construction on a regular basis and proactively implement actions to address project design issues and risks (scope, cost and schedule) and capitalize on project opportunities.
  • Review plans, schedules and prepare or review technical specifications, contract documents, CPM schedules, technical reports and estimates.
  • Exercise quality control procedures.
  • Report schedule, cost, budget metrics, submittal tracking and overall design progress.
  • Develop permitting documents for client submission to regulatory agencies.
  • Participate in project pursuits by maintaining client relationships, seeking and developing opportunities, identifying teaming partners, developing statements of work and proposals.
  • Provide on-site project and program management support.
Qualifications
  • Bachelor’s degree in Architecture, Engineering, or a related technical discipline.
  • Professional Engineer (PE), Registered Architect (RA), Professional Project Management (PPM) or Certified Construction Manager (CCM).
  • Substantial experience leading large multidisciplinary design and construction teams on aviation projects exceeding $20 million, including airside, landside, and terminal facilities.
  • Experience managing multi‑project aviation design portfolios within multi‑year Capital Improvement Programs (CIPs).
  • Proven ability to manage multiple concurrent design projects, balancing scope, schedule, budget and stakeholder priorities.
  • Skill in developing and maintaining project schedules, cost estimates, risk registers, phasing plans and other program management tools.
  • Strong communication skills, with the ability to listen effectively, synthesize, convey and present complex technical data clearly.
  • Excellent planning and organizational abilities, with a focus on proactive issue identification and resolution.
  • Experience leading interdisciplinary coordination, resolving design conflicts, and facilitating cross‑functional decision‑making.
  • Proven ability to work collaboratively with airport authorities, airlines, TSA, FAA, local agencies, utilities and other regulatory or operational partners.

The base salary range for this position is $ to $. Within the range, individual pay is determined by work location and additional factors, including job‑related skills, experience and relevant education or training.
