Duties
- Serves as the Energy Manager for the US Army Installation Management Command (IMCOM) Directorate of Public Works (DPW) Engineering Division’s Army Energy Program at Aberdeen Proving Ground.
- Responsible for directing, administering, and performing work concerned with energy management plans, conservation and resilience operations, and utility related matters at an IMCOM Garrison.
- Manages and implements the Army Energy Program with the goal of developing policy and directives to reduce energy costs and to support stewardship of resources, readiness, and sustainability.
- Serves as a technical expert on facility energy utilization in support of the Army Energy Program.
- Acts as the Contracting Officer’s Representative (COR) for all energy related contracts directing and controlling material acquisition and overseeing construction progress and quality, intervening into the process as necessary.
- Prepares all energy-related responses to outside audits, inspections, and surveys; represents the installation in dealing with other agencies.
- Receives, reviews, and approves utility billing, overseeing building automation and metering systems to verify cost, consumption, and usage of energy and water systems.
- Conducts detailed feasibility studies to collect information for economic analysis that provides information for energy conservation program plans.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Must have and maintain a Certified Energy Manager (CEM) License through the Association of Energy Engineers or be able to obtain a CEM License within the First Year of Employment.
- This position may have work weekends, holidays, and outside normal duty hours.
- May be required to represent the Operations and Maintenance Division during facility or weather emergencies, to coordinate available resources to mitigate facility damage and provide rapid organized support to limit tenant mission impact.
- OGE 450 Financial Disclosure Statement must be completed and signed prior to appointment and annually thereafter.
- Must successfully complete and maintain Contracting Officers’ Representative (COR) Certification within 90 days of appointment to the position.
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Co… etc). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

- Degree:
Bachelor's degree (or higher) in engineering. To be acceptable, the program must: - (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);
- (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics.
