Main Purpose of JobThe main purpose of this position is to assess the impacts of power plants in a scientific manner while under close or moderate supervision. This requires the management of complex technical evaluations of the environment, economics, and engineering issues conducted for the purpose of achieving a balance between providing adequate electricity at a reasonable cost while protecting our natural resources. These evaluations consist of objective, comprehensive technical analyses of multidisciplinary sets of issues and lead to a consolidated set of policy or operational recommendations.
This position performs other duties that are required to complete all tasks associated with this job’s functions.
The Department of Natural Resources is currently accepting applications for a Power Plant Site Assessor I. This position is an intermediate level of work conducting and reviewing scientific research and studies of the design and structure of proposed and existing power plants and transmission lines to assess the economic, atmospheric, biological, and environmental engineering impact on Maryland’s natural resources and eco-systems.
Employees in this classification ensure that power plants planned for construction and their future operations are in compliance with state and federal energy and environmental protection laws and regulations.
- Education: A Bachelor’s degree in the environmental or physical sciences from an accredited college or university.
- Experience: Five years of experience in administrative or professional environmental science work, two years must have involved experience as a project leader or managing environmental or scientific projects or programs.
- Notes: Candidates may substitute the possession of a Master’s degree in environmental or physical sciences from an accredited college or university for two years of the required general administrative or professional environmental science experience.
- Candidates may substitute the possession of a registration as a Licensed Professional Engineer (general) from the Maryland State Board for Professional Engineers for one year of the required experience.
- Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Environmental Specialist classifications or Environmental Science and Engineering specialty codes in the Environmental or Physical Sciences field of work.
Preferred Qualifications
- Experience in the assessment of power plants or related environmental management experience and/or a Master's Degree in the environmental or physical sciences.
- Experience in working with or for an electric utility or an energy company providing electricity.
- Experience meeting deadlines and maintaining a rigid schedule.
- Experience working with judicial deadlines, high stress, and leading a multidisciplinary team of scientists and engineers.
- Experience as a project manager of multi-disciplinary contracts.
- Experience with Request for Proposal processes and preparation.
- Experience with MD Legislative bill reports and fiscal note preparation.
- Experience with invoice review and approval for payment.
- Experience with budgeting and formulating a Scope of Work.
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
