Main Purpose of Job

The Regulatory and Compliance Engineer Senior primary responsibility is to conduct advanced compliance and enforcement activities for complex regulated sources of air pollution. The role serves as a primary subject matter expert, providing technical expertise and guidance to the Program and to ARA regarding air pollution emissions and control from power plants and other large, complex sources.

The core responsibilities and duties for this position in support of the Department's mission:

  • Subject Matter Expertise:
    Serve as the primary subject matter expert on air pollution from power plants and large complex sources, providing technical guidance regarding air emissions, pollution controls, and regulatory schemes.
  • Program

    Collaboration:

    Work with other ARA Programs to support permit issuance and regulatory development by conducting inspections, attending meetings, reviewing draft permits, and providing expert technical assistance on draft regulations and air pollution plans.
  • Enforcement and Compliance:
    Conduct activities at assigned sources to ensure industrial facilities in Maryland comply with state and Federal air quality requirements. This includes performing inspections, reviewing compliance and emission certification reports, and documenting violations by issuing Notices of Violations.
  • Case Preparation:
    Prepare comprehensive background information for assigned enforcement cases, including chronologies, evidence of violations, and draft enforcement documents to ensure a return to compliance.
  • Citizen Response:
    Professionally investigate and respond to citizen air pollution complaints.

The working conditions involve exposure to unpleasant surroundings, physical demands, and protective equipment requirements. Inspection of industrial sites may include exposure to inclement weather, strong odors, high levels of heat and/or noise from process equipment, and generally dirty conditions. Physical demands include lifting 50 pounds or more and climbing ladders. Inspections occasionally require accessing the roof of a building, which may require climbing a ladder.

The use of protective equipment such as goggles, gloves, and masks. Industrial sites generally require this equipment to be worn to gain access to the site.

This position involves conducting inspections at facilities throughout Baltimore City and surrounding Maryland counties.

Driver’s License: A valid driver’s license with no more than five points is required to operate a State vehicle.

Out-of-State Licenses:
If you hold an out-of-state license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.

MINIMUM QUALIFICATIONS

Education:

A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience:

Three years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering/architectural standards, practices, principles and methods.

Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.
2. Candidates may substitute the possession of a Master's degree in engineering or architecture from an accredited college or university for up to one year of the required experience.
3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and one year of the required experience.
