Engineering Design Specialist

Under limited supervision, plans designs, and evaluates control, mechanical, electrical, plumbing, central utility, conveyance, and medical gas systems, used in and proposed for the Medical Center. This work is associated with master and facility planning; project planning, design, construction, commissioning and acceptance; and plant operations. Receives only broad guidance from top hospital management and must consider the sequential timing of construction to minimize disruption of essential services and inconvenience to patients and staff.

• Develops, maintains and promulgates engineering design standards for the Medical Center.
• Plans and programs the infrastructure and plant capital replacement program, both short-term (up to 5 years) and long-term (beyond 5 years).
• Supervises the construction and inspects completed work for professional adequacy, service and maintainability, and conformance with construction documents and hospital standards.
• Monitors, inspects and evaluates new construction and existing physical plant of the hospital complex, including mechanical, electrical, and building systems, with the express purpose of commissioning and recommissioning to design standards and maximizing functionality.
• Provides a professional engineering consultative service to medical and administrative personnel within the hospital. Such services include feasibility studies, advice on application of new technology, and engineering solutions to identified problems.
• Provides engineering review and guidance of assigned technical programs. The programs typically include maintenance of structures, grounds, and associated equipment and operations of heating and air conditioning plants, water and sewerage treatment plants.
• Oversees and directs the work of Architects, Industrial Hygienists, and Engineers and consultants on various hospital facilities and construction projects as needed.
• Keeps abreast of current regulatory guidelines (Federal, State and The Joint Commission) and new, related hospital policies. Maintains required records and documentation standards for Personnel, The Joint Commission and other regulatory requirements.

Bachelor's Degree in Electrical, Mechanical or Civil Engineering, or related discipline or equivalent is required. An Advanced Degree in Engineering or a related disciplined and a Registered Professional Engineer's license within the state of Maryland is preferred. Eight years professional experience in electrical, mechanical or civil engineering, or equivalent, including at least three years experience in the design and/or operation of large (minimum five million GSF) complex high performance healthcare or biomedical research facilities is required.

• Comprehensive knowledge of federal, state and local electrical, mechanical standards, codes, designs and regulations pertinent to the hospital environment is required.
• Demonstrated knowledge of computer system management, Computer Automated Design (CADD), LOTUS, use of electrical power measuring and monitoring equipment, use of mechanical air/gas/fluid measuring and monitoring equipment, mechanical systems and computer-based operating systems.
• Demonstrated ability to oversee, schedule, coordinate and direct project activities, assign and monitor work, make decisions on methods of design and construction and evaluate performance.
• Ability to regularly maneuver/ambulate successfully in utility work areas, crawl spaces, trenches, manholes and on roofs, and ability to climb ladders and scaffolding to inspect electrical and mechanical systems in order to identify problems and propose solutions.
• Highly effective written and verbal communication and leadership skills are required to effectively work and interact with project engineers, consulting firms, administration and support staff and to draft technical specifications.
• Maintains professional growth and development through attending in-services training, external seminars, activities and events to keep abreast of developments in the electrical field.
