This work is associated with master and facility planning; project planning, design, construction, commissioning and acceptance; and plant operations. Receives only broad guidance from top hospital management and must consider the sequential timing of construction to minimize disruption of essential services and inconvenience to patients and staff.

Principal

Responsibilities And Tasks
  • Develops, maintains and promulgates engineering design standards for the Medical Center.
  • Capital Planning:
    Plans and programs the infrastructure and plant capital replacement program, both short-term (up to 5 years) and long-term (beyond 5 years).
  • Construction Quality Review: supervises the construction and inspects completed work for professional adequacy, service and maintainability, and conformance with construction documents and hospital standards.
  • Commissioning and Recommissioning:
    Monitors, inspects and evaluates new construction and existing physical plant of the hospital complex, including mechanical, electrical, and building systems, with the express purpose of commissioning and recommissioning to design standards and maximizing functionality. This includes but is not limited to systems for heating, ventilation and air conditioning (HVAC), electrical power, emergency electrical power, elevators, fire suppression, fire alarm, water distribution, sanitary waste, and medical gases.
  • Engineering Consultative Service:
    Provides a professional engineering consultative service to medical and administrative personnel within the hospital. Such services include feasibility studies, advice on application of new technology, and engineering solutions to identified problems. Such studies often cross engineering and medical disciplines requiring close collaboration, extensive coordination, and use of engineering economics.
  • Engineering Review and Guidance:
    Provides engineering review and guidance of assigned technical programs. The programs typically include maintenance of structures, grounds, and associated equipment and operations of heating and air conditioning plants, water and sewerage treatment plants. These programs are systematically reviewed to assure compliance with published guidelines and good engineering practice.
  • Oversees and directs the work: of Architects, Industrial Hygienists, and Engineers and consultants on various hospital facilities and construction projects as needed.
  • Keeps abreast of current regulatory guidelines (Federal, State and The Joint Commission) and new, related hospital policies. Maintains required records and documentation standards for Personnel, The Joint Commission and other regulatory requirements.
Work Experience

Education and Experience
  • Bachelor’s Degree in Electrical, Mechanical or Civil Engineering, or related discipline or equivalent is required. An Advanced Degree in Engineering or a related disciplined and a Registered Professional Engineer's license within the state of Maryland is preferred.
  • Eight years professional experience in electrical, mechanical or civil engineering, or equivalent, including at least three years experience in the design and/or operation of large (minimum five million GSF) complex high performance healthcare or biomedical research facilities is required.
