Performs specialized accounting functions for the Office of Finance - Grants Accounting, manages the full lifecycle of grant fiscal activities, including budgeting, tracking expenditures, compliance monitoring, and reporting for federal, state, or private awards. Ensures financial records align with regulations, performs reconciliations, handles invoicing, assists with audit document preparation, monitors utilization of funds, and assists in the year-end audit process, including journal processing and financial reporting.
Performs a variety of technical and analytical duties in the areas of accounting that require the application of financial and analytical principles of governmental accounting, performs complex budgetary analysis, fiscal research and related work as requested, and monitors compliance with standards and regulatory requirements.
Oversees the allocation of expenses within grant budgets, performs monthly reconciliations, and manages cash flow and reimbursements from granting agencies.
Compliance and ReportingEnsures all grant activities comply with federal regulations such as 2 CFR §200 (Uniform Guidance) and specific donor requirements. Prepares accurate and timely financial reports and statements for grant managers and funding agencies.
Budgeting and AnalysisCollaborates in the preparation of program and grant budgets, performs budget-to-actual variance analysis, and suggests adjustments to reflect actual expenditures and future needs.
Auditing and DocumentationPrepares documentation and schedules for annual external audits (e.g., Single Audit) and internal compliance reviews, serving as a key contact for auditors.
System ManagementEnters and manages financial data within accounting and enterprise resource planning (ERP) systems, often using advanced Excel skills for data reformatting and analysis.
Essential Functions- Performs specialized accounting functions for the Office of Finance - Grants Accounting
- Provides customer service to internal and external customers.
- Performs a variety of moderately complex accounting tasks in support of accounting and select budget functions.
- Assists with developing, recommending, and interpreting the application of financial and budgetary policies, regulations, and procedures. Strong verbal and written communication skills and able to provide written analysis of statistical and budgetary data in succinct, clear, and accurate language.
- Processes monthly, quarterly, and year-end journal entries for various funds.
- Prepares monthly and quarterly grant reconciliations.
- Audits and analyzes accounts and prepares reports on multiple phases of fiscal activities by compiling, computing, and comparing figures of various accounts.
- Initiates, completes, evaluates and validates a variety of state, local and federal reports and financial statements as required.
- Analyzes financial and budgetary statements; identifies trends and concerns and recommends solutions.
- Analyzes and evaluates existing manual and automated financial system design, computer-generated financial reports and other automated programs integrated with the primary financial system for redesign, modification, and/or modernization.
- Develops and maintains comprehensive statistical data and prepares periodic fiscal reports and statements.
- Functions as a financial manager/advisor for various district offices
- Prepares and delivers detailed written and oral reports and presentations as appropriate.
- Monitors compliance with legislation and other legal requirements throughout the fiscal year.
- Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.

- Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies, administrative regulations, and professional standards.
- Bachelor's degree in Business Administration with an accounting major/main area of concentration in accounting, Degree must be from an accredited college or institution.
- Four years of experience in accounting or financial management. Specific experience using Oracle Financials which demonstrates a thorough knowledge of Oracle General Ledger or another comparable ERP system.
- Additional graduate level education may be substituted on a year for year basis for up to two years of the experience requirement.
- CPA preferred.
- Thorough knowledge of accounting, accounts receivable, and routine auditing practices and procedures.
- Knowledge of current business practices, procedures, theory and analysis techniques.
- Knowledge of funding and cost accounting system at Baltimore City Public Schools or comparable school system preferred.
