This position reports directly to the Assistant Secretary of the Division of Unemployment Insurance (DUI). The main purposes are to detect and determine the liability of employers for unemployment insurance coverage, to collect quarterly tax and wage reports and account for the contributions due, and to account for the payment of unemployment insurance benefits paid to eligible claimants.
POSITION DUTIESProvide leadership, direction, and oversight of the day-to-day operations of the Contributions functions. Lead the strategic planning for the Contributions Division to ensure staff priorities align with MDOL and UI goals and missions.
Ensure effective management of the technical program and operation of the MDOL UI Contributions Division, including oversight of UI employer assistance, tax enforcement, internal audit, and collection activities.
- Employer Assistance
:
Identify new employer liabilities, open and close employer accounts, assign tax rates to over 149,000 employer accounts, respond to tax correspondence on interest and penalties, prepare replies to tax protest correspondence, process claim separation information requests, and maintain penalty receivable files. Respond to employer protests of benefits charged to their experience rating account. - Tax Enforcement
:
Oversee the employer call center supporting collection efforts for employers who have not filed tax returns or paid tax. Audit 1% of active employers each year, collect delinquent reports and taxes, negotiate payment plans, handle license renewals, and correct wage records for eligible claimants. - Accounting and Cash Management
:
Evaluate employer tax, liability, and revenue collection operations, oversee accounting functions of the Maryland Unemployment Insurance Trust Fund, and ensure effective resource management and customer service. Manage the Accounting and Fund Management Section, including Accounts Receivable and Audit, Reimbursable Employer Accounting, UI Cashiers Unit, and Fiscal Accounting. - Internal Audit
:
Manage the Internal Audit functions within the Contributions section, oversee reviews and analysis to ensure compliance with established regulations.
- Education
:
Bachelor’s degree in Accounting or a bachelor’s degree with 30 credit hours in accounting and/or related courses. - Experience
:
Five years of professional accounting experience or five years of experience examining, analyzing, and interpreting accounting systems, records, and reports using generally accepted accounting principles.
Notes
:
- Certificates as a Certified Public Accountant or a master’s degree in accounting may substitute for two years of required experience.
- Applicants who met CPA exam admission requirements before July 1, 1974, will be considered to have met the educational requirement.
- Military service as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes may substitute for required experience on a year‑for‑year basis.
- Five years of managerial experience.
- Experience in a supervisory or leadership capacity, with strong skills in team management, project coordination, and strategic planning.
- Proficient in Microsoft Excel, Word, and Google Workspace.
- Experience in data analysis, reporting, and delivering measurable outcomes.
Personnel will have access to federal tax information and must undergo a state and FBI criminal background check. Background checks include examinations of MD Labor/DUI files for any unpaid debt related to unemployment insurance over payment or fraud.
