Assistant Division Chief (Fiscal Services Administrator IV)
This position is located in Baltimore City and reports to the State Highway Administration’s Office of Finance. The Assistant Division Chief (ADC) manages the personnel and business activities of the Program Coordination Section (PCS) and Federal Aid Billing (FAB). The ADC serves as a point of contact between the Federal Highway Administration (FHWA) and the state of Maryland.
Job DutiesThe ADC oversees the accounting and reporting of over $800 billion in FHWA funds allocated to Maryland annually and $5 million in state‑aid funds, ensuring all obligations comply with GAAP and federal regulations.
Responsibilities include:
- Fiscal oversight of the SHA Capital Construction Program, including management of all MDOT FMIS Project Numbers and related data, and the SHA Capital Forecast System (CFS).
- Review and publication of the SHA Monthly Financial Advertisement Schedule.
- Managing interactions between CAD and Districts, Design Teams, and internal partners.
- Processing bond payments and preparing standard and ad‑hoc financial reports for SHA leadership, the State Comptroller, and FHWA.
- Ensuring federal funds are programmed, allocated, and obligated in line with grant requirements, including reviewing and approving invoices, billing, and closing projects.
Possession of a bachelor’s degree in business administration, accounting, finance, or economics from an accredited college or university.
ExperienceFive (5) years of experience in accounting, construction, federal grants billing, or related professional work. At least one (1) year of this experience must involve:
- Supervision of employees or oversight of a unit’s general operations.
- Application of rules and regulations or development of policies/procedures.
- Capital forecasting and cash flow analysis of construction or large capital projects.
- Experience using MDOT FMIS, Web Focus, and Microsoft Suite.
- Strong management and leadership skills.
